Description
Headquarters, United States Special Operations Command (HQ USSOCOM), Special Operation Research and Development Acquisition Center (SORDAC), Program Executive Office for Command, Control, Communications, and Computers (PEO-C4) intends to extend the Special Operations Forces (SOF) Information Technology Enterprise Contracts (SITEC) Application Management Tower ordering period by 24 months via two additional 1-year option ordering periods along with an increase the overall tower ceiling. The SITEC Application Management Tower is a multiple award contract vehicle competitively awarded under solicitation H92222-10-R-0046 in 2011. Each of the 7 Indefinite Delivery/ Indefinite Quantity (IDIQ) contracts was awarded with a one-year base ordering period and two 1-year option ordering periods (three years total). Current contract holders include Booz-Allen-Hamilton (H92222-11-D-0018), Berico Technologies (H92222-11-D-0019), Systems Research and Applications Corp. (H92222-11-D-0020), L-3 National Security Solutions (H92222-11-D-0021), CACI, Inc. Federal (H92222-11-D-0022), BAE Systems Information Solutions (H92222-11-D-0023), and Pragmatics, Inc. (H92222-11-D-0024). Task Orders providing information technology services in application and database development, maintenance and end-user training across HQ USSOCOM, its components and subordinate commands are competed among the 7 contract holders. The extension will provide time for PEO-C4 in conjunction with the Chief Information Officer (J-6) to plan the realignment of all the SITEC Towers to more efficiently provide information technology services across the expanding global SOF enterprise. These extensions, to be executed under the authority of FAR 6.302-1(a)(2)(ii), will ensure the continued support of existing application management tower tasks thru 2016. The planned extensions will include all scope and provisions contained in the SITEC Application Management Tower IDIQ contracts and Performance Work Statements. By extending the Application Management Tower ordering period, HQ USSOCOM wishes to strategically align its IT service based contracts to minimize duplication of cost and unacceptable delays in providing IT services while reorganizing the multiple technical IT services areas (Towers) to provide enhanced flexibility to meet changing current and future IT program requirements. Per FAR 5.207(c)(16)(ii), all responsibile sources may submit a capability statement, proposal, or quotation that will be considered by the agency.
