Request for Information/ Source Sought VA310-13-I-0019 MailStar 500 Insertion Machine Maintenance Support The Department of Veterans Affairs, Philadelphia Regional Office This Sources Sought / Request for information is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The Veterans Benefits Administration Eastern Area Contracting Team is issuing this combination Sources Sought Notice / Request for Information. The objective is to gain information on industries ability to provide maintenance service on a MailStar insertion machine, located at The Department of Veteran Affairs Philadelphia Regional Office, 5000 Wissahickon Avenue Philadelphia PA, 19144. This is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. This Sources Sought/RFI notice provides an opportunity for respondents to submit their notice of ability, ask any questions, or submit comments in response to the below statement of work. Vendors are being requested to submit their availability and potential to fulfill the requirement, in the form of a capability response. Information is sought on industry best practices, vendor capabilities, and company profile information. Maintenance service is being requested on a MailStar 500 to include Preventative Maintenance, Repair Service, and Software Maintenance. STATEMENT OF WORK MAILSTAR 500 Description: The contractor shall provide all resources necessary to perform Preventative Maintenance, Repair Service, and Software Maintenance. Services are in support of a MAILSTAR 500, located at The Department of Veterans Affairs, Veterans Benefits Administration, Regional Office, Insurance Center (5000 Wissahickon Avenue Philadelphia PA, 19144). Background: The MAILSTAR 500 is a Bell & Howell mailing (insertion) machine. The BH base machine combines advanced electronmechanical design and next generation software control to enhance the efficiency of mailers, processing mid to high volumes of mail. It is an improved letter inserter machine that utilizes gripper technology with improved cycling speed, improved material handling capabilities, and improved operator safety. The Philadelphia Veteran Affairs currently uses this machine in their daily mailing operations. Scope of Work: Preventative Maintenance: The contractor shall provide Bi-Monthly preventive maintenance, in accordance with the original manufactures recommended specifications. The preventative maintenance schedule shall be mutually agreed upon between the government and contractor. Preventative maintenance is defined as scheduled maintenance to keep the equipment operating in accordance with original manufactures recommended specifications. Field Service Reports shall be furnished by the contractor for a summary of the preventative maintenance provided to the government upon completion of each preventative maintenance occurrence. The field service report shall contain the following information: (1) date and time of arrival; (2) specific identification of equipment serviced; (3) time of maintenance service; (4) description of the malfunction (if any); (5) list of parts replaced. Repair Service: Repair service shall be provided as requested. This service shall include "On-Call" service during normal business hours, 8:30 a.m. thru 5:00 p.m., Monday through Friday eastern standard time. The contractor shall provide onsite response within four hours of notification, and if required, within two hours for any emergency repair service. Response Time Commitment: If it's determined that onsite service is necessary, the contractor shall have a service technician onsite within four hours, during normal business hours 8:30 a.m. thru 5:00 p.m., Monday through Friday eastern standard time excluding federal holidays, upon the receipt of a service call. The response time commitment relates solely to the arrival of a technical at the Department of Veterans Affairs, Philadelphia Regional office, 5000 Wissahickon Avenue Philadelphia, PA 19144. It is not a guarantee that all parts necessary to make the repair will be onsite within this time frame. The response time commitment does not apply to service designated preventative maintenance, or software maintenance. Software Maintenance Service: Telephone and E-Mail Assistance - The contractor shall provide customer with a toll free telephone number that will enable designated customer employees to (i) call for general assistance, (ii) obtain answers to specific software questions, and (iii) receive aid in diagnosing suspected problems. The contractor will respond to request for assistance made by customer via telephone or E-Mail. Telephone support shall be available between 8:30 a.m. and 5:00 p.m., Eastern Standard Time Monday through Friday, excluding federal holidays. Remote Diagnostic Service - The contractor, at its sole discretion, may employ remote telephony techniques in an effort to enhance the diagnostics process. Customers agree that any remote diagnostic ancillary equipment and/or software (collectively, the "RD") and or software furnished by the contractor shall remain the property of the contractor. Customer agrees to provide adequate protection for the RD, including, but not limited, to, protection against theft, physical damage by customer personnel, and reasonable protection against natural elements. Customer further agrees that, upon discontinuance of RD service, the contractor may remove and / or disable the RD at any time after proper notice of discontinuance. Customer is responsible for any charges for phone line installation or monthly usage. Maintenance Releases - The contractor may periodically prepare and provide to customer software fixes or patches that are otherwise not separately marketed or priced (the "Maintenance Releases"). Customer will be solely responsible for integrating Maintenance Releases into customer's equipment and software environment. Documentation Configuration Management - The contractor will periodically send to customer the latest revision of the operator's manual (the "Update). The contractor may send the update by either hard copy or electronic media. Customers are responsible for placing the update in the correct manual and for properly maintaining said manual. Enhancement Releases - The contractor may periodically prepare and provide to customer enhancements or additional features that are otherwise not separately marketed or priced (the "enhancements"). Customers will be solely responsible for integrating enhancements into customer's equipment and software environment. Maintenance Guidelines: Only new standard parts or parts equal in performance to new parts shall be used in effecting repairs. Parts that have been replaced shall become the property of the contractor. All labor and non-consumable replacement parts shall be included. Confidentiality: All work is to be performed by competent personnel, experienced and qualified to provide maintenance services. Contractors shall keep all assignment related information strictly confidential. Administration personnel will escort contractors at all times. ? Service Work Order: Before an invoice can be paid, a service work order shall be submitted and signed by a representative of the VA. A Service work order will include: 1.Manufacturers recommended list of items to be inspected or tested; 2.Technicians recommendation of additional service work needed; 3.Date of service; 4.Service Start/Stop Time; 5.Technicians Name; 6.Total hours of Service; 7.Parts replaced; and 8.Additional Parts (if needed) Performance Period: The period of performance is one base year and four option years. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). Type of Contract: Firm-Fixed-Price Place of Performance: 5000 Wissahickon Avenue, Philadelphia PA 19144 I.NOTES: A.All questions, comments or concerns should be directed to Michael.Sherick@va.gov B.Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. C.Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). II.TIMELINE : This request will close 5:00 p.m. July 12, 2013 eastern standard time. FAR Clause 52.215-3 Request for Information or Solicitation for Planning Purposes applies. Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
