Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All questions should be directed to CPT Robert Mayhue at robert.w.mayhue2.mil@mail.mil or 601-313-1700. Proposals/Quotes are due by 12:00 p.m. (NOON) on Wednesday, JULY 10, 2013. RSMS at Camp Shelby, MS requires the rebuild of propeller shafts for palletized load system (PLS) trucks - NSN #s 2520-01-349-7484 (quantity 96); 2520-01-351-3490 (quantity 48); 2520-01-351-3491 (quantity 48); and 2520-01-354-6539 (quantity 48). Said propellers shall be rebuilt to the specifications described below. Selected vendor shall be required to pick up and return shafts from RSMS and return atleast 25% of each type of shaft within fourteen days, at least another 25% of each type withn fourteen days of the delivery of the first quarter, at least 25% of each type within fourteen days of the second delivery, and then the remaining balance within the next fourteen days. Vendor may delivery all within the first fourteen day period but must delivery atleast 25% of each type as set forth herein. The following is taken from our statement of work: SUBJECT: Performance Based Scope of Work for Rebuild of Propeller Shafts for the Palletized Load System (PLS) Trucks. Technical Specifications The following technical specifications are provided to demonstrate the task environment in which the services will be delivered. The following specifications are not directives on how the services are to be provided but an example of what traditionally has been required to successfully support the rebuild of the Propeller Shafts. The contractor is encouraged demonstrate technical expertise to support the rebuild of the Propeller Shafts. Description of Services 1.The Mississippi Readiness Sustainment Maintenance Site will furnish for Rebuild (Propeller Shaft, NSN 2520-01-349-7484 96 each), (Propeller Shaft, NSN 2520-01-351-3490 48 each), (Propeller Shaft, NSN 2520-01-351-3491 48 each) and (Propeller Shaft, NSN 2520-01-354-6539 48 each) for the Palletized Load System (PLS) Trucks 2.Contractor will perform as a minimum, the following rebuild procedures: a.Propeller Shafts will be disassembled and all parts/components will be inspected and replaced if worn or damaged. b.The Universal joints and slip joint seal shall be replaced 100% c.The Propeller shaft shall be lubricated and repainted Carc 383 OD Green d.Replace all slip yoke plugs and slip yoke dust cap assemblies e.Install locking tabs on u-joints if required f.All shafts will be balanced g.All barrels will be free from cracks and dents. h.Replace Barrels as needed i.All lube fitting protective caps will be installed. j.All flanges will be free from cracks k.Re-assemble and Test l.Steering Gears will be painted with Carc 383 OD Green Paint. 3.As a minimum, all rebuilt Propeller Shafts must include a 1 year warranty. Warranty period must begin at the time Steering Gears or received from the Vendor by the MSRSMS. Packaging, Marking and Delivery 1.Material is to be packaged and packed in a manner to afford adequate protection against damage during shipment from supply source to destination. Page and pack shall conform to the applicable carrier rules, regulations and tariffs and may be the industry standard practice. 2.Request four (4) each Delivery Dates for Propeller Shaft, NSN 2520-01-349-7484: Dates are examples - final dates determined at time of award (14 June 2013, 24 each), (19 July 2013, 24 each), (16 August 2013, 24 each), and (13 September 2013, 24 each). 3.Request four (4) each Delivery Dates for Propeller Shaft, NSN 2520-01-351-3491: Dates are examples - final dates determined at time of award (14 June 2013 12 each), (19 July 2013, 12 each), (16 August 2013, 12 each), and (13 September 2013, 12 each). 4.Request four (4) each Delivery Dates for Propeller Shaft, NSN 2520-01-354-6539: Dates are examples - final dates determined at time of award (14 June 2013 12 each), (19 July 2013, 12 each), (16 August 2013, 12 each), and (13 September 2013, 12 each). 5.Request four (4) each Delivery Dates for Propeller Shaft, NSN 2520-01-351-3490: Dates are examples - final dates determined at time of award (14 June 2013 12 each), (19 July 2013, 12 each), (16 August 2013, 12 each), and (13 September 2013, 12 each). 6.Only Propeller Shafts received from the MSRSMS will be returned to the MSRSMS. This will be a rebuild and return program. 7.The contractor will pay all transportation cost for shipment and delivery. Any Propeller received by the vendor that is non-repairable will be returned back to the RSMS at no cost to the RSMS. 8.All unit, intermediate and exterior packs shall, as a minimum, be marked as follows by any means which provides legibility and durability: Federal Stock Number and/or Manufacturer's Part Number; Noun, Quantity; Purchase Order Number; Requisition Number; Mark for Bldg; and Ship To. Exterior shipping containers shall contain a packing list or other documentation setting forth contents. 9.Any units failing to meet any requirements contained herein shall be picked up, corrected/repaired/refurbished to the above stated requirements within fourteen calendar days from notice of defect(s). Quality Assurance Surveillance Plan: 1.The performance of the contractor and the quality of work delivered and material provided shall be subject to in-process review and inspection by the RSMS-MS representatives during contract performance. Inspection may be accomplished at any work location. Authorized RSMS-MS representatives shall be permitted to observe the work/task accomplishment or to conduct inspections at all reasonable hours. Noncompliance with this document or with procedures resulting in degraded quality of work may result in a stop-work order requiring action by the contractor to correct the work performed and to enforce compliance with quality assurance procedures or face contract termination. Inspection by the RSMS-MS representatives of all materials and associated lists furnished hereunder does not relieve the contractor from any responsibility regarding defects or other failures to meet contract requirements which may be disclosed prior to final acceptance. Failure of the contractor to promptly correct deficiencies discovered shall be reason for suspension of acceptance until corrective action has been accomplished. Notwithstanding such RSMS-MS representative inspection, it shall be the contractor's responsibility to ensure that the entire system meets all requirements delineated. 2.The Customer Point of Contact (POC) will monitor contractor performance and complete the Quality Assurance Surveillance Plan Worksheet provided below on a monthly basis. The following information will be provided to the Contracting Officer and the Contracting Officer Representative (COR) to ensure service and/or deliverables support the PWS objectives. If the performance rating for any task in this order is quote mark Red quote mark during any time in the performance period, the customer will provide the Contracting Officer and the COR documentation and appropriate action will be taken to remedy the deficiency. The quality rating may change from quote mark Green quote mark to quote mark Red quote mark without notice. We anticipate the POC utilizing the quote mark Yellow quote mark quality rating to alert the contracting office and the COR of quality issues that have the potential for a quote mark Red quote mark quality rating if corrective action is not taken. 3.The Quality Assurance Surveillance Plan Worksheet will be submitted to the Contracting Officer with a copy to the COR following the first month of performance. Future months will be submitted to the Contracting Officer only, unless COR involvement is warranted. The COR will assume a quality performance rating of quote mark Green quote mark on all measured deliverables unless otherwise notified. By approving service and/or deliverables that this form documents, the POC confirms the quality performance rating of quote mark Green quote mark unless otherwise annotated. 4.At the end of the task order period of performance or annually, the POC will be asked to complete a Quality Performance Review to document the quality performance rating during the performance period.
