- The US Army Medical Research Acquisition Activity (USAMRAA) intends to solicit and award a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures (SAP), under the sole source authority of FAR Subpart 13.106-1(b) for a Buxco FinePointe System and accessories. The solicitation is W81XWH-13-T-0255. NAICS 334516/size standard 500. This action is a logical follow-on to the existing Government-owned systems at MRICD. The Buxco FinePointe Plethymograph system is a patented product, thereby making the system proprietary and sold only by Buxco Research System. FinePointe software is currently the main system used at MRICD by inhalation labs. Updating this system will allow for consistent data collection and communication between teams. This action will replace the current Buxco XA system that is outdated, no longer compatible with current operating systems, and not in compliance with current security requirements. The Buxco technology currently in place at MRICD has been updated to FinePointe for better collection of respiration data with unrestricted animals. MRICD already has the chambers and basic system in place at this time and requires data collection equipment, additional FinePointe remote access, and an update to the current server. The system requested will work in conjunction with existing Buxco laboratory equipment and required accreditation and regulatory standards. This is not a request for competitive proposals and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement, proposal or quotation, which will be considered by the Agency. No cost will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received within 10 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement.
