- The Military Sealift Command (MSC) Norfolk intends to a ward a firm-fixed price purchase order on a brand name limited source basis to purchase a total of (168 qty.) 25-person self-inflating ELLIOT life rafts approved by the United States Coast Guard (USCG) onboard MSC operated T-AOE Class and T-AKE Class Vessels worldwide. The 25-person self-inflating ELLIOT life rafts under acquisition are essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. The T-AOE Class and T-AKE Class Vessels require twenty-five (25) person life rafts to be stored onboard at all times in accordance with USCG CFR and Safety of Life at Sea (SOLAS) Regulations in support of the ships' crew. Each of the four (4) T-AOE Class Vessels carry up to twenty-six (26) ELLIOT life rafts onboard each vessel. Each of the fourteen (14) T-AKE Class Vessels carry sixteen (16) ELLIOT life rafts onboard each vessel. These life rafts must be certified on an annual basis, with limited exceptions, in accordance with 46 C.F.R 199.190. To support operation of the vessels on a worldwide basis while ensuring annual certification requirements, MSC must maintain a pool of certified life rafts around the world. The 25-person self-inflating ELLIOT life rafts are currently onboard T-AOE Class and T-AKE Class Vessels and satisfy all regulatory requirements. The contrating officer intends to issue a solicitation on or about July 11, 2013 for the subject requirement. The requested units will be delivered to San Diego, CA and Norfolk, VA on or before August 31, 2013. The acquisition will be conducted under the authority and procedues of FAR 13.501(a)(1)(ii) - The Test Program for Commercial Items (Section 4202 of the Clinger-Cohen Act of 1996).
