- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Materiel Agency (USAMMA) to buy brand name medical equipment parts without competition as prescribed in FAR 6.302-1. Specifically, the government will purchase the following items manufactured by CareFusion Inc. from the manufacturer or one of its authorized distributors: 1. Battery Pack Assembly (Part Number 2860703), qty: 109 2. Power Adapter (Part Number 2861089), qty: 32 3. Set Pump Admin 115 quote mark injection (Part Number 28034), qty: 114 4. Audio Connector PCBA Kit (Part Number 2860612), qty 1 5. MEA Logic Board for Model 2863B (Part Number 136615), qty2 6. Drive Module Kit (Part Number 2860745), qty: 4 These items are needed at a USAMMA depot at Hill Air Force Base, UT which repairs and replaces medical equipment used by deployed forces in Afghanistan. With very few exceptions, medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce authorized parts. This conclusion is based on Army Regulations and market research. Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even quote mark minor alterations without the manufacturer's consent may negate any further manufacturer product liability. quote mark AR 40-61 lists four circumstances under which Army medical maintenance personnel may modify medical equipment: modification work order, quality assurance alteration, minor alteration, and component modernization. All require manufacturer involvement or consent. The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects sixteen (16) days after the publication of this notice, the solicitation will be issued as brand name only. All questions and responses concerning this notice shall be emailed to Ms. Lisa Zarick at lisa.m.zarick.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 5:00 pm EST, Thursday, July 18, 2013.
