- Request for quotation 2013-60527 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 2013-60527 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information: CLIN 0001: Total Price $ Design sampling plans and survey methodologies to be used to conduct a survey in the U.S. mining industry. Background and Purpose: Surveillance of occupational injuries, illnesses, and exposures has been an integral part of the work of the National Institute for Occupational Safety and Health (NIOSH) since its creation by the Occupational Safety and Health Act in 1970. Surveillance activities at the Office of Mine Safety and Health Research (OMSHR), a division of NIOSH, are focused on the nation's mining workforce. To improve its surveillance capability related to the occupational risks in mining, OMSHR is planning to conduct ongoing national surveys of mines and mine employees - the Mining Industry Surveillance System. In 2008, the Office of Mine Safety and Health Research conducted the National Survey of the Mining Population, a survey of mines and their employees in each of the five major mining sectors (coal, metal, nonmetal, stone, and sand and gravel). No national surveys had specifically targeted the mining workforce since the Mining Industry Population Survey (MIPS) in 1986. The mining industry has experienced many changes since the MIPS was conducted and the data were too outdated to be considered useful for surveillance on the current mining workforce. Consequently, OMSHR needed to undertake a national survey that would provide demographic and occupational information for the mining population consistent with the population captured by the Mine Safety and Health Administration (MSHA). An important objective of the National Survey of the Mining Population was to obtain "denominator data" so that Mine Accident, Injury and Illness Reports (MSHA Form 7000-1) could be evaluated in relation to the population at risk. Currently, MSHA collects demographic and occupational information only for injured or ill miners, so the accident data cannot be fully exploited to study the employee-level correlates of mining accidents. Another survey objective was to obtain data that could be used to understand the demographic characteristics of the mining workforce. An additional objective was to determine the quantity of contract labor that mine operators use and the type of work these independent contractor employees perform. Data were also collected on selected characteristics of the sampled mining operations. To determine the impact of changing mining conditions, new and emerging technologies, and changing work patterns, it is necessary for OMSHR to develop an ongoing demographic surveillance program for the U.S. mining industry. Surveys will be conducted on a periodic basis with the resulting data being used to update denominator data for demographic and occupational subgroups. This ongoing surveillance system will provide current data that can be employed to guide the research and training activities of the NIOSH Mining Program. The National Survey of the Mining Population will serve as the basis for the development of this surveillance system. Task Order Overview: This Statement of Work delineates the tasks to design sampling plans and survey methodologies to use when conducting the next round of the survey in the U.S. mining industry. There are three sampling phases planned for three subsequent years: (1) coal; (2) metal and nonmetal; and (3) stone and sand and gravel. The order that the surveys are fielded will be determined by OMSHR. The contractor is requested to provide options, costs, and recommendations for the development of separate sampling designs and methodologies for surveying mines and their employees. Separate sampling designs will need to be developed for each of the three distinct mining sectors due to inconsistencies in mine-level characteristics among these sectors (e.g., employment size, type of operation, mining method, geographic clustering). The contractor will also be asked to consult on the design of the survey questionnaire for each of the three mining sectors. The Office of Mine Safety and Health Research plans to have a set of core questions plus some additional sector-specific items. Once the questionnaires are finalized, a Web version of each survey will need to be developed and tested. Special effort will need to be undertaken to maximize the survey response rate. The weighted response rates for the National Survey of the Mining Population varied among the mining sectors with coal having the lowest rate (27.2%) and nonmetal having the highest rate (55.5%). This initial survey required considerable time to complete, particularly for operations with 30 or more employees due to the mine personnel having to select a sample of their workers. 7. Tasks: In order to successfully complete the tasks as detailed below, the Government requires that the personnel assigned to this project include a senior level person who is a doctoral level survey sampling statistician with demonstrated experience in conducting and analyzing establishment surveys. Study personnel with knowledge of or experience in recruiting mining operations and managing establishment surveys would also be highly desirable. As an independent contractor and not as an agent of the Government, the Contractor will provide the necessary personnel, equipment, and facilities to complete the following tasks. All data, documentation, software, and procedures developed or acquired during this Statement of Work will become the property of NIOSH, OMSHR and cannot be divulged or subsequently utilized by the Contractor without the prior written approval of the NIOSH Contracting Officer's Representative. The Contractor will develop a resource loaded milestone chart that is formatted to reflect the activities required to complete each identified task. Each task will include a budget, itemized by labor category, hours and dollars, and duration of activity. This will allow the Contracting Officer's Representative to evaluate the appropriateness of each budgeted cost activity. These activities will then form the basis for the monthly progress report. Each activity should be uniquely enumerated and named, and these names and numbers will be addressed in the monthly progress report to determine completion percentage, anticipated remaining effort, and cost at completion. A telephone meeting between NIOSH and the Contractor will take place every two weeks to report on progress, issues, and the resolution of issues. The Contractor will perform the following tasks: Task 1: Kickoff Meeting A preliminary meeting will be scheduled at the Office of Mine Safety and Health Research in Pittsburgh, Pennsylvania prior to September 30, 2013. Key study personnel from both OMSHR and the Contractor will discuss the scope of work, research issues, individual tasks, expected deliverables, and the project schedule. Task 2: Sampling Plans The Contractor shall develop a minimum of two alternative sampling plans for each mining sector and the workers employed at these mines. These alternative sampling plans should take into account the varying levels of cost and feasibility necessary to implement the surveys. The Contractor shall prepare and submit to OMSHR a summary report of sampling plans for all sampling alternatives. Task 3: Data Collection Instruments and Other Materials Based on the National Survey of the Mining Population project and input from OMSHR, the Contractor shall develop revised survey materials (e.g., letters of contact and introduction and data collection instruments). These materials shall be submitted to OMSHR as they are completed. Task 4: Web Questionnaire The Contractor will develop a computerized self-administered questionnaire which will allow survey respondents to have a Web response option. The Contractor will test the Web questionnaire to ensure that it is working correctly. Task 5: Nonresponse Survey The Contractor shall assist OMSHR with the development of a nonresponse survey. This survey will help to ascertain whether the population of non-responders differs measurably from the participants. It will also be used to understand and characterize barriers to participation. Task 6: Office of Management and Budget (OMB) Submission The Contractor shall provide assistance in the preparation of the OMB package, specifically the sampling and study design plans. Task 7: Final Study Report The Contractor will produce both a draft and final study report. This report will summarize project activities and results, outlining all procedures and specifications used in developing the sampling strategy and estimation techniques. The report should also include recommendations about how best to conduct the individual sector-specific surveys, including contact of individual facilities, acquisition of mine- and employee-level data, and methods for overcoming resistance to participation. The draft report submitted by the Contractor will be subject to the review and approval of OMSHR. Within two weeks of the receipt of the draft report OMSHR will complete the review and return comments to the Contractor. The Contractor will then have two weeks to submit a final version that incorporates the OMSHR comments. At the close of the project, the Contractor will provide OMSHR with all developed survey materials, including the Web questionnaire. 8.
