Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers (USACE), Memphis District (MVM) has a requirement to provide drilling and sampling services. The government intends to make an award including the entire scope of the work described for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a Base Year and Four (4) Option Years. Offers for less than the required scope of work will not be accepted. The Government intends to award without discussions while reserving the right to hold discussions if determined by the Contracting Officer as advantageous to the Government. Solicitation No. W912EQ-13-R-0011 is being issued as a Request For Proposals (RFP) that will result in a single award contract. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-53. This procurement is being competed as unrestricted. The NAICS Code for this procurement is 541380 (SIC 7120) with a size standard of $14 million for an Indefinite Delivery/Indefinite Quantity, Firm-Fixed Price contract. ORCA: Before a complete evaluation of proposals can be made offerors must provide quote mark Offeror Representations and Certifications quote mark for their company. The preferred method for completing offeror representations and certifications is to register on the ORCA web site at https://orca.bpn.gov/login.aspx. Offerors not wishing to register online shall print and complete and include FAR Clause 52.212-3, Offeror Representations and Certifications with their proposal package. SAM: Registration in the System for Award Management (SAM) database is required. If you are not registered in the SAM database, an award CANNOT be made to your company. You may register electronically at http://www.sam.gov. Registering electronically will expedite the registration process. Proposals may be submitted electronically to Kisha.M.Craig@usace.army.mil. Hardcopy proposals may be submitted to the U.S. Army Corps of Engineers, ATTN: Kisha Craig (CT-S), 4155 East Clay Street, Vicksburg, MS 39183-3435. If a hardcopy proposal is submitted, a CD containing a copy of the proposal must be included. All proposals must be received by 12:00 P.M. Central Standard Time on 17 July 2013. Do not email any technical inquiries and questions to the contracting office. You must use ProjNet.
