Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government anticipates entering into a firm, fixed price job order for spares related to the CREW vehicle jammer/receiver system. The requirement will be negotiated on a sole source basis with ITT Exelis, 85 Northwest Blvd., Nashua, NH 03063, CAGE 03QU5, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Since this is sole source procurement, a solicitation will not be posted to the internet.. Delivery Terms are F.O.B. Destination with Inspection and Acceptance by DCMA at Origin. The basis for restricting competition is that ITT Exelis is the Original Equipment Manufacturer (OEM) and Automated Test Equipment (ATE) in support/sustainment of the Counter Radio Controlled Improved Explosive Device Electronic Warfare (CREW) Vehicle Receiver Jammer (CVRJ). Delivery schedule will be specified in the job order. The Contractor must be properly registered in SAMs in order to receive the solicitation and any attachments. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes. If you had an active record in CCR, you have an active record in SAM. You do not need to do anything in SAM at this time, unless a change in your business circumstances requires updates to your Entity record(s) in order for you to be paid or to receive an award or you need to renew your Entity(s) prior to its expiration. SAM will send notifications to the registered user via email 60, 30, and 15 days prior to expiration of the Entity. To update or renew your Entity records(s) in SAM you will need to create a SAM User Account and link it to your migrated Entity records. You do not need a user account to search for registered entities in SAM by typing the DUNS number or business name into the search box. The solicitation will not be available for download but may be made available upon request. Offers must be submitted in the format specified within the solicitation to be considered. It is the responsibility of offerors to request a copy of the solicitation and to submit offers to the POC at NSWC Crane for consideration. Closing date will be on or about 3 AUG 2013.
