- This is a Request for Information. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this request is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background The NLM has a Congressional mandate not only to collect and organize the medical literature, but to engage in outreach and training activities that will result in bringing the benefits of NLM's information services to all health professionals. The 1987 NLM Long Range Plan highlighted this mandate, presenting the need for outreach as a major NLM initiative. Also in 1987, the Congress explicitly amended the mission statement of the NLM to add the function: "Publicize the availability of (its) products and services..." This was done against the backdrop of recognition by the U.S. Congress that the time had come to "reach out to include all individual health practitioners and to see they have ready access to NLM's information services." An Outreach Panel of leading experts in medical communication, headed by Dr. Michael E. DeBakey, made a number of recommendations to the NLM concerning how it should make its services more widely known and used throughout the biomedical community. The NLM Long Range Plan 2006-2016, in its recommendations under Goal 4: A Strong and Diverse Workforce for Biomedical Informatics Research, Systems Development and Innovative Service Delivery, reaffirmed this mandate, presenting the need for training a strong and diverse workforce as a continuing need and a major NLM initiative. NLM has funded and shaped biomedical informatics education and training for 35 years, including programs to reach physicians and other health care professionals, biomedical science faculty, librarians, and students. Over the next ten years a greatly expanded and more diverse workforce of health care professionals, informaticians and librarians trained in informatics will be needed to develop and deploy systems to support basic, clinical, and translational research, to support telemedicine and electronic health records, and to support the use of literature and genomic databases. Purpose and Objective NLM's long range planning panel members have instructed the Library to undertake a broad program of educating and training health professionals in the use of the many sources of computerized medical information available. The members emphasized the need to reach health professionals early in their careers so they could serve as "change agents" for their colleagues. This project would allow the NLM to continue to reach an influential group of such health professionals and to introduce them to the benefits of computerized information resources and the application of computer technologies and information science in biomedicine. The proposed outreach project is a continuation of a highly successful program for training scientists, educators, librarians, physicians and other health professionals in the principles of biomedical informatics and the use of a broad range of information technologies and electronic information resources. Project Requirements General Requirements l. Independently, and not as an agent of the Government, the Contractor shall furnish all necessary work, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the work set forth below. 2. All work under this contract shall be monitored by the Project Officer / Contracting Officer's Representative. Specific Requirements Phase I and Ia Specifically, the Contractor shall host up to 10 semiannual 1-week residential sessions over a period of 5 years (one per year, with an option to offer a second course each year) to train approximately 30 selected health professionals, scientists, and information professionals per class in Biomedical Informatics which includes, for example, Genomics, Clinical Information Systems, Decision Support Systems, Database Development and Management, Natural Language and Text Processing, Bioinformatics and Molecular Medicine, Public Health Informatics, Consumer Health Informatics, Disaster Information Systems Management. Each year, one course will be offered in the Spring, and is referred to herein as Phase I. The second course if to be offered would occur in the Fall, and is referred to herein as Phase Ia. The contractor will provide space for a lecture room for instruction equipped with a computer at each teacher (1) and student (30) station, appropriate housing and board on site for course faculty and students, a local area network connecting the lecture room computers with the Internet to allow access to NLM and other Internet based services, teleconferencing capabilities, 32 computers for classroom use (PC or Mac as requested by each student and lecturer and related information devices, to be specified by NLM), computer projector or large screen monitor for lecturer, wireless lapel microphone and appropriate audio amplifier and speakers for lecturer, collection of course fees, records of student attendance, course advertisements, maintain a web page to advertise the course and share course materials, web programming and web services support, a course evaluation, and financial management and accountability. The contractor will arrange and coordinate all travel arrangements for the students and non-Federal faculty. The contractor will also secure approval for formal Continuing Education credits for health professionals and librarians through appropriate professional or educational organizations. Identifying a course director, choosing faculty, defining the curriculum, and selecting students from among the applicants will be the full responsibility of the NLM and the designated course director in conjunction with outside NLM advisors. A training visit to NLM will be scheduled during the spring each year for about four staff members. Contractor will use contract funds to reimburse travel expenses for these staff. NLM will provide their training while they are in Bethesda. Anticipated Period of Performance The period of performance is estimated to be twelve months from the date of award with two twelve-month option periods. An award is anticipated to be made on or about February 15, 2014. Any award made for this requirement will be subject to availability of funds. NAICS This Request for Information will aid the government in planning for a potential solicitation. In the event a solicitation is issued, the government will determine and specify a North American Industry Classification System (NAICS) Code for its requirement. Included among the NAICS codes currently under consideration by the Government are 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), 541720 - Research and Development in the Social Sciences and Humanities, 541711 - Research and Development in Biotechnology, 611430 - Educational Services, Professional and Management Development Training, and 611310 - Educational Services - Colleges, Universities, and Professional Schools. Capability Statement NLM seeks capability statements from all interested sources (large or small), and asks that respondents identify all of the NAICS codes under which presently certified. This Request for Information is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this Request for Information must provide a capability statement and sufficient documentation that demonstrates the following: (a) relevant experience, skills and ability to foster adult learners in a group and learner cohesion through a residential learning experience that offers a retreat-like atmosphere while promoting knowledge acquisition in a highly networked and connected environment; and conducive to informal faculty and student interactions; (b) educational collaborations with informatics or sciences faculty; (c) understanding of the mission of the National Library of Medicine; and of the overall field of biomedical informatics; (d) respondents' opinions about the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; (e) information regarding respondents': (1) staff expertise, including their availability, experience, and formal and other training; (2) current in-house capability and capacity to perform the work; (3) prior completed projects of similar nature; (4) how this work may be compatible with the institution's mission; and (5) examples of prior completed Government contracts, references, if relevant; (f) The capability statement and documentation must identify the responder's: institutional name; address; DUNS number; all NAICS codes under which presently certified; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (g) The capability statement and documentation must be submitted electronically no later than 12:00 p.m. eastern standard time on Friday, July 12, 2013 to Robin Hope at Robin.Hope@nih.gov.
