Description
Draft PWS The purpose of this study is to evaluate State and Local implementation of Title III assessment and accountability systems and to produce a technical guide to assist State Educational Agencies (SEAs) and other stakeholders to prepare ELP assessment materials for peer review. States' ELP Assessments must demonstrate technical quality for their intended use; they must use appropriate measures for determining the progress and attainment of English by Title III-served students. Currently, there are no tools available to evaluate the technical quality of State ELP assessments. In 2009 the Assessment and Accountability Comprehensive Center at WestEd developed a framework for English language proficiency standards and assessments under a grant from the U.S. Department of Education. This study called for the development of a technical guide for peer reviewers that includes specific guidelines for conducting a review of alignment and quality of the ELP assessments and a check list for the peer review process. It is anticipated that an unrestricted, full and open Request for Proposals (RFP) will posted on the Federal Business Opportunities (FBO) website mid-July 2013. The Government anticipates to award one Fixed Firm Price contract to the responsible offeror whose proposal is most advantageous to the Government after evaluation. This notice is not a request for proposal. However, all responsible vendors may submit a proposal by the closing date of the RFP that, if timely received and responsive to the terms and conditions of the RFP, shall be given fair consideration by ED. Requirement Overview: The outcome of this study will produce: 1) a technical guide for reviewers that defines terms, provides examples, and includes a how-to guide on review of alignment and quality of the ELP assessments, and 2) a check list for the peer review process. The period of performance will consist of one 18-month or 24-month base period with no option periods.
