- Draft PWS The U.S. Department of Education (ED), Office of Elementary and Secondary Education (OESE), Academic Improvement and Teacher Quality Group (AITQ) requires the services of a contractor to support a TIF Center for Educator Effectiveness. The Contractor shall: •Provide administrative support and technical expertise to OESE/AITQ staff; •Support national activities designed to enhance public knowledge about and interest in the reform of human capital management systems and educator compensation; •Develop and disseminate technical assistance materials and activities that support grantee efforts to adopt and implement policies supportive of increasing effective teaching practices through adoption of educator evaluation systems; •Provide logistical planning for meetings; and •Update and supplement the previous TIF-supported Website (cecr.ed.gov) to include new materials and revising existing materials, as needed. It is anticipated that an unrestricted, full and open Request for Proposals (RFP) will posted on the Federal Business Opportunities (FBO) website mid-July 2013 and closing mid-August 2013. The Government intends to award one, hybrid contract (Fixed Firm Price and Cost Reimbursement) to the responsible offeror whose proposal is most advantageous to the Government after evaluation. This notice is not a request for proposal. However, all responsible vendors may submit a proposal by the closing date of the RFP that, if timely received and responsive to the terms and conditions of the RFP, shall be given fair consideration by ED. Requirement Overview: The selected contractor's work shall include the creation and maintenance of a website, hosted on ed.gov, which shall serve as a national resource for information about and expertise in the reform of human capital management systems. These services will ensure that federal funds help to improve educator effectiveness for TIF grantees but should also be shared broadly to allow other districts, states and charter schools interested in educator effectiveness policies to learn, replicate and expand from TIF-supported resources. Should further grant competitions be held, the contractor shall provide technical assistance and training that support TIF grantees in developing and implementing performance-based educator compensation systems. The contractor shall also provide administrative assistance to TIF program staff. Tasks shall include: •Conversion of the existing CECR Web site, www.cecr.ed.gov to reflect new efforts related to teacher and principal effectiveness. •General website design and maintenance to reflect the new center's name and focus. •Development of Web site content on educator effectiveness, leadership development and human capital systems, including updating existing resources. These resources may include deliverables such as: case studies; harvesting papers on promising practices; and in-depth implementation support, such as updated checklists. •Coordinating with other ED-funded activities such as the Comprehensive Centers, other TIF-projects and identifying and facilitating coordinated efforts in supporting grantees and potential grantees across ED-programs. This would include the School Improvement Grants (SIG), Race to the Top (RTT), the Elementary and Secondary Education program and the ESEA flexibility waivers. •Coordinating with other ED-funded activities such as the Comprehensive Centers, including the Center on Great Teachers and Leaders and other TIF-projects to ensure that technical assistance efforts are not duplicative and that these efforts facilitate cooperation across ED programs (such as SIG, RTT, ESEA flexibility activities) in order to better meet the needs of grantees and potential grantees in supporting educator effectiveness efforts. We expect that the audience for the technical assistance delivered in this contract will be representative of TIF grantees, who are mainly local education agencies (LEAs) and charter management organizations. While we expect that the content provided may also be applicable to States and others, we know that much of the technical assistance that is supported by ED (through the Comprehensive Centers, ESEA Flexibility, SIG) is directed to States and SEAs. We expect that this contract will actively facilitate collaboration and coordination of effort among TIF grantees, SEAs, the Center on Great Teachers and Leaders, Regional Centers, experts, national organizations, preservice, and inservice education providers and other relevant stakeholders to leverage existing capacity and resources to create efficiencies, avoid duplication effort and scale up successful practices. •Development and hosting of topical webinars on critical needs related to implementing human capital management systems to support educator effectiveness. Logistical support for meetings designed to provide technical assistance and information on topics related to educator effectiveness and human capital management systems. •Broad communications and outreach support, including a community of practice or learning community for stakeholders engaged in supporting human capital management strategies. •Technical assistance to grantees (optional) - [TA services under existing contract expire in September 2015] •Monitoring Services (optional) - [Monitoring services under existing contract expire in September] The period of performance will consist of one 12-month base year and four 12-month option years to be exercised at the discretion of the Government.
