Description
Naval Special Warfare Command intends to award a contract to Tulane University, New Orleans, LA. The proposed award is for the procurement of a course of instruction as indicated below. Market research and information gathered determined this school to be the only viable source for this requirement. In accordance with (IAW) FAR Part 5.207(c)(16)(ii), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to award IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however; responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This purchase for a course of instruction as detailed below will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The contract will be for a course of instruction (COI) to train non-medical personnel in emergency and trauma medicine to a competency level and certification as defined by the following standards: § National Registry EMT-Advanced Curriculum (NRAEMT) § National Association of EMT Pre-Hospital Trauma Life Support (NAEMT PHTLS) § Tactical Combat Casualty Care (TCCC) § American Heart Associated, Basic/Advanced adult and Pediatric Life Support (AHA, BLS, ACLS, PALS) § Naval Special Warfare Special Operations Technician COI for Diving and Hyperbaric medicine Course will blend EMS medicine into combat medical doctrine as part of the SO-TR course of instruction and requirements to be designated a primary combat medic by NSW and USSOCOM. Provider must: § Have authority from the National Registry of Emergency Medical Technicians (NREMT) and local EMS authority to execute the clinical medicine phase of the COI as described above for military personnel on an expedited schedule. § Provide human cadaver laboratory as implemented and appropriate in the COI. § Provide clinical rotations in a designated level one Trauma center and Paramedic ambulance to provide a practical internship including • Students will have primacy for trauma patients and procedures over any other student assigned to same shift/rotation/mentor. • Students will be mentored and perform all medical treatment and procedures as appropriate to assigned scope of practice, demonstrated competency, and in accordance with standard accepted medical practice. • Provide a minimum of 36 hrs of hospital (Trauma Center) and 60 hrs of paramedic ambulance clinical experience in 12 hr shifts for each student. § Training facilities within 60 miles distance of NSW Stennis training facility. § Have the ability to gain access and conduct training on location at the John C. Stennis Space Center, Stennis, MS as appropriate to course curriculum. § All instructors, mentors, and/or proctors shall be properly credentialed with a significant amount of training and experience to be considered a subject matter expert and therefore qualified, licensed, and/or certified to instruct, proctor, and/or certify each learning objective is accomplished successfully as determined by nationally recognized and/or standardized demonstrated level of competency by the student. § Medical Doctors (MD) shall have appropriate credentials verifying education, training, licensure, certification, experience, and/or clinical expertise appropriate to their involvement or responsibilities as assigned by the Contractor. § Paramedics shall be nationally and/or locally licensed with a demonstrated professional knowledge, ability, and experience to be designated Field Training Officers (FTO), Paramedic preceptors, and/or greater than 5 years assigned to a designated Paramedic first responder unit. § Primary training staff will possess, in good standing, the necessary licenses and/or certifications to instruct and certify competency of students as defined by accepted medical practice and/or all of the following issuing authorities, but not limited to: • National Registry of Emergency Medical Technicians (NREMT) • American Heart Association (AHA) • National Association of Emergency Medical Technicians (NAEMT) • Committee on Tactical Combat Casualty Care (CoTCCC)
