THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Army Corps of Engineers (USACE), Philadelphia District (NAP) intends to solicit and award a sole source firm-fixed price contract for the inspection of low voltage electrical power distribution systems ( less than 600 volts), and immediate corrective actions for imminent life, health, and safety (LHS) hazards at United States occupied facilities throughout the Combined-Joint Operations Area-Afghanistan (CJOA-A) in areas where Department of Defense (DoD) personnel are working, living or subsisting under the authority at FAR 6.302-1(a)(2)(iii), Only one responsible source and no other supplies or services will satisfy agency requirements when quote mark services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition quote mark and there would be quote mark unacceptable delays in fulfilling the agency's requirements quote mark. The agency's need for the supplies or services permits limiting the sources from which it solicits bids or proposals and under this exception, full and open competition need not be provided for. The Government intends to award on or about July 18, 2013 to Inglett & Stubbs International (ISI), Smyrna, Georgia who is currently performing this work under contract W912BU-11-D-0002/0172 and the proposed contract is a follow-on bridge contract to the above-mentioned contract that can no longer be used. However, performance needs to remain ongoing until a new competitive contract can be put in place. The period of performance for this contract will be six (6) months from 21 July 2013 - 20 January 2014. This requirement is subject to the availability of funds in accordance with FAR 52.232-18. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or quotes. However, any proposals received by 18 July 2013, 4:00 P.M. Eastern will be considered by the Government. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
