- This is a requirement for a range of technical and management support services for current and future initiatives of the Army National Guard (ARNG) training systems integration in the following functional areas: Program management, operations, and communications. Distributed learning content development. Distributed learning online portal operations. Distributed learning delivery capabilities management. Information assurance management. Training management information system implementation. The Government requires technical and management expertise to provide seamless integrated support across different functional areas because NG customers may require support from more than one functional area on any given project and the functional areas have activities that frequently overlap each other. The Contractor must be structurally aligned to provide timely, disciplined, methodical, reproducible, and comprehensive cross-domain integrated expert professional services support with reach-back capabilities and a commitment to long-term excellence with maximum quality, efficiency, and productivity. The Technical and Program Management Support Services (TPMSS) contract will provide ARNG-TRN with operational support and services to implement the ARNG DL Program, manage IA for ARNG training systems and applications, and implement the Digital Training Management System (DTMS) and other ARNG training management systems throughout the ARNG. Such support and services includes the following: Assist with program management, operations, and communications. Develop training and DL content for Guard-specific requirements. Operate GuardU, the ARNG DL online portal. Assist with management of ARNG DL delivery capabilities, which includes a nationwide network of DL Classrooms, network infrastructure, and State DL Programs. Assist with management of information assurance for the Training Division's training systems and applications. Assist with implementing DTMS, and other ARNG training management systems, in the ARNG. (The required support also includes service desk support for end users of GuardU and DTMS.) The Contractor must have an enterprise strategy for providing a broad spectrum of integrated professional services in the functional areas for any or all phases of a project's or program's lifecycle. An integrated mix of services, tools, and expertise is required to support cross-domain activities and operate in a collaborative and integrated environment. The Government requires the Contractor to have knowledge and experience in applying and integrating past, present, and emerging technologies and methods to Government program needs to maximize quality, efficiency, and productivity.
