- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is W912ER-13-T-0023 and the solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation document incorporates provisions and clauses that are currently in effect through Federal Acquisition Circular (FAC) 2005-58 effective April 18, 2012. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far/. (iv) The associated NAICS code for this acquisition is 332322 and small business size standard of 500 employees. This acquisition is unrestricted and not set aside for any small business category. (v) Quotes must be broken down and prices shown for each of the following Contract Line Item Numbers (CLINS): CLIN 0001 - Kitchen Exhaust Fan (KEF) 1, CLIN 0002 - Kitchen Exhaust Fan (KEF) 2, CLIN 0003 - Kitchen Exhaust Fan (KEF) 3; CLIN 0004 - Kitchen Exhaust Fan (KEF) 4. (vi) Work to be completed under this contract will consist of providing five (4) kitchen exhaust fans for the dining facility at the Manas Air Base in Kyrgyzstan. These fans will be delivered in accordance with the specifications in the Statement of Work (see Addendum A). (vii) Contract performance will be completed within 60 days after date of award. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation - Commercial Items, is applicable to this solicitation. This Request for Quotes utilizes the Lowest Price Technically Acceptable (LPTA) method of contract award. The award will be made to the firm the lowest price offeror that meets the specifications. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor must return a completed copy of this provision with its quote or certify that it has current representations and certifications at the www.sam.gov website. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. GENERAL The Dining Facility (DFAC) at the Transit Center Manas AB, Kyrgyzstan is currently under construction. Vent Hoods are needed in order to make this facility complete and usable. 1.2. SCOPE OF WORK: 1.2.1 The Contractor shall procure, fabricate, and deliver four ventilation hoods each with a fire suppression system for the DFAC. Hoods shall be identified as Kitchen Exhaust Fan (KEF) and include a ventilation hood and fire suppression system. Refer to drawings A-1 and M-1 for ventilation hood location, and make up air interlock. HOOD SIZES: a. KEF-1: 96 quote mark L x 55 quote mark W (inches) b. KEF-2: 109 quote mark L x 60 quote mark W (inches) c. KEF-3: 99 quote mark L x 56 quote mark W (inches) d. KEF-4: 99 quote mark L x 42 quote mark W (inches) 1.2.2 Ventilation hoods shall meet these minimum requirements: Hood design for grease removal Minimum of 18 gauge 430 stainless steel with an embossed finish Standing seam construction for superior strength UL 710 Listed bears National Sanitation Foundation (NSF) Seal of Approval (Standard 2) Rated for 400 F. (76 C.), 600 F. (316 C.), and 700 F. (371 C.) cooking operations Wet Fire Suppression System - UL Listed Overlapping spray capability from multiple nozzles Nozzles are placed a maximum of 20 inches apart Pneumatic tubing detection. 1.2.3 All ventilation hoods shall be interlocked with respective exhaust fans as required by contract, tested made operational and ready for use. 1.2.4 Submittals and or shop drawings shall be provided for all exhaust hoods, related fire suppression systems and installation systems associated with item 1, 2, 4 above. 2. Delivery The Vent Hoods should be procured, fabricated, and delivered within 60 days of award. The contractor shall coordinate delivery will be coordinated with Major Eric Blood, (Eric.A.Blood@usace.army.mil)
