Description
The U.S. Army Contracting Command, Natick Contracting Division, on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD), Joint Project Manager - Protection, intends to award a firm-fixed-price (FFP) indefinite delivery/indefinite quantity (IDIQ) sole source contract to Strategic Technology Enterprises, Inc. (STE) for specialized engineering and technical services to support the Joint Strike Fighter (JSF) Decontamination System prototype decontaminant delivery system for a 2013 Form-Fit-Function Evaluation in St. Louis, MO. This system will also support a 2014 System Integration Evaluation and the 2016 JSF Live Fire Test and Evaluation (LFT&E) at Edwards Air Force Base, CA. Release of the RFP is expected 8 July 2013. A contract with a four-year performance period is anticipated at a value not to exceed $1,500,000. The Government will procure services to: plan and prepare for the three evaluations; conduct engineering analysis and possible design modifications of the delivery system interfaces with the decon system shelter/liner and/or aircraft; delivery system set up and tear-down; on-site troubleshooting and repair or modification before, during, and after evaluations; post-evaluation inspection, and routine system maintenance of the stored system between evaluation events through the conclusion of the LFT&E. The existing government-owned decontaminant delivery system is unique in that it is capable of providing four different decontaminant technologies. STE designed and manufactured this system for the Government and it has several unique features, such as the patented non-condensing VHP process and the customized F-35 interfaces that are critical to the function of the overall system. Only STE possesses the proprietary knowledge that is critical to providing the highly specialized engineering support for this prototype delivery system. Qualified sources may submit evidence that demonstrates their capability and qualifications to perform the specific activities on the systems described above to christine.f.sordillo.civ@mail.mil by 5pm on 5 July 2013.
