Description
This intent-type synopsis announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Materiel Agency (USAMMA) to buy brand name only medical equipment parts without competition as prescribed in FAR 6.302-1. The government will purchase various medical equipment repair parts from the manufacturers of these repair parts and/or authorized distributors through multiple award Blanket Purchase Agreements (BPA's). A sample of manufacturers includes those in the list below. Please also see the attachment included with this synopsis which provides a much larger sample of the items to be purchased as well as part numbers and NSNs, where applicable. 1. 3M 2. ABAXIS 3. ZOLL MEDICAL These items are needed at USAMMA depots in Tobyhanna, PA; Tracy, California; Hill Air Force Base, Utah; Sierra, California as well as various OCONUS locations (Pirmasens, Germany; South Korea; Kuwait; Qatar; Iraq; and Afghanistan). Medical equipment used by deployed forces in Iraq and Afghanistan is returned to one of these ten facilities for repair, refurbishment or replacement when the repair exceeds a deployed unit's maintenance capability. With very few exceptions, medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce authorized parts. This conclusion is based on Army Regulations and market research. Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even quote mark minor alterations without the manufacturer's consent may negate any further manufacturer product liability. quote mark AR 40-61 lists four circumstances under which Army medical maintenance personnel may modify medical equipment: modification work order, quality assurance alteration, minor alteration, and component modernization. All require manufacturer involvement or consent. The attachment included with this synopsis provides a list of medical equipment repair parts purchased by three of USAMMA's four CONUS repair depots during Fiscal Year 2012. While the Government anticipates adding additional items to this list, the spreadsheet provides a good indication of the Government's need. In order to meet the reoccurring requirement for medical equipment repair parts, the government intends to award multiple BPAs, with a base year and four 1-year option periods, to furnish medical equipment repair parts if and when ordered by the contracting officer or a designated ordering officer The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 500 employees. This is an unrestricted competition. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. This solicitation will be made available via the internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. All questions and responses concerning this notice shall be emailed to Ms. Lisa Zarick at lisa.m.zarick.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 5:00 pm EST, Thursday, July 18, 2013.
