Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 335314 Relay and Industrial Control Manufacturing. The small business size standard for NAICS Code 335314 is 750 employees. The proposed requirement is for the supply of protection relays and communications processors.These are to be used as replacement spares for Hoover, Parker or Davis Dam in the case of a device failure. The proposed supply shall be comparable or equal to the following brand: SEL 300G: 0300G3Y33252X4XXX (with front bezel and modified OUT 104&209 to Normally Closed, JMP26=B, JMP20=B). SEL 2030: 2030030X30XXXXX (with front bezel). The relay must fit in a panel opening that has the following dimensions: 17.63in x 5.35in and secured using two 10-32 studs on each side of the relay separated by a distance that measures 2.25in. The relay must have connectorized wiring for all inputs and outputs that is identical to the existing installation of relays already in service. The connectorized wiring minimizes any power outage of the generating unit in the event a relay fails. The relay must have a DB9 serial port connection on rear of relay that has the ability to communicate with the SEL 2030 and receive an IRIG-B time synchronization signal. In addition, the processor shall be capable of automatically communicating with SEL devices to determine communication parameters and features of the connected device. The anticipated award date will be on August 1, 2013. The capability statement shall address the requirement listed above, demonstrate the company's capability to provide comparable products to the brand name features listed above, and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
