Attachment E - Past Performance Information Form Attachment D - Property Management System Questionnaire Attachment C - Accounting System Questionnaire Attachment B - Labor Categories Attachment A - Schedule of Items and Pricing EA133C-13-RQ-0505 The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes on behalf of the National Ocean Services (NOS) Center for Operational Oceanographic Products and Services (CO-OPS) for the installation, maintenance, and removal of one (1) to thirty-eight (38) short term tertiary (three (3) calendar months durations) tide stations in Rhode Island (RI), Connecticut (CT), New York (NY), New Jersey (NJ), and Delaware (DE). CO-OPS operates and maintains a network of approximately 210 long-term water level measurement stations as a part of the National Water Level Observation Network (NWLON) around the U.S. coasts and the Great Lakes. CO-OPS installs and operates short-term water level stations in support of a variety of programs including hydrographic and shoreline mapping projects, marine boundary determination, real time navigation systems, coastal habitat and marsh restoration projects, and NOS Vertical Datum Transformation (VDatum) projects. The data collected, and predictions derived, are also used to ensure safe, efficient, and environmentally sound maritime commerce. There are several other non-navigational, critical applications which utilize water-level and datum information including coastal engineering, dredging, coastal planning and management, marsh restoration projects, long-term sea-level assessments, storm-surge monitoring, emergency preparedness, climate change, and hazardous material (HAZMAT) response. The contractor shall perform regular maintenance, emergency maintenance, site reconnaissance, installation, deployment, inspection, servicing and removal of NOS CO-OPs NWLON stations as directed. This acquisition is being conducted using Federal Acquisition Regulation (FAR) Part 12 with FAR 13.5 - Test Program for Certain Commercial Items and is being competed as a 100% Total Small Business Set-Aside. The applicable NAICS code for this acquisition is 811219 (Other Electronic and Precision Equipment Repair and Maintenance) with a size standard of $19,000,000.00 in average receipts over the past three (3) years. The Government anticipates awarding a single contract award as a result of the solicitation. The contract award date is anticipated to be on or about September 20, 2013 with a period of performance from October 1, 2013, through September 30, 2015. A Request for Quotations (RFQ) will be available on or about July 03, 2013 through the Government's website at http://www.fedbizopps.gov. The estimated due date for quotes is August 5, 2013. The basis for quote evaluation will include, in descending order of importance: Management and Technical Approach, Corporate Experience, Past Performance and Price. Non-Price evaluation factors, when combined, are significantly more important than price. Interested parties should use the FedBizOpps register to make use of the notification feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation. Each potential quoter is responsible for checking this website to gain all the updates or amendments to any and all documents. No paper copies of the solicitation will be issued.
