Description
NOTICE OF INTENT TITLE: FLIR Star Safire II Training Identification Number: ID04130135 Issuance Date: 03 July 2013 NAICS Code: 334290 Contract Type: Firm Fixed Price Responses shall be submitted no later than 10 July 2013: 1 PM CST The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from the Utility Helicopter Project Office, Redstone Arsenal, AL to procure 21 Forward Looking Infrared (FLIR) Operator Training Sessions, P/N 3203764 and 21 FLIR Maintenance Training Sessions P/N 3205550. This is a Notice of Intent that GSA anticipates making a Firm Fixed Price award to FLIR Systems Inc. The period of performance shall be 12 months after award date and all training sessions will occur in that 12 month period. The FLIR training classes will be provided to National Guard Units at multiple locations to support deployment and refresher training to maintain currency on utilizing the FLIR equipment. Services required are as follows: Operator class - Provide Operators / flight crews the knowledge needed to maximize SAFIRE II FLIR system utilization based on mission requirements including hands on training (System boot up, navigating through menu's, etc), understanding proper FLIR camera settings based on operational limitations and environmental conditions, etc. Provide the training materials and manual. Training should be provided in both a classroom setting and hand on with a system attached to the aircraft (and operational). Provide a certificate of completion when complete. Maintainers Class - Provide IR theory and maintenance training of the SAFIRE II FLIR for the Organizational level of maintainers who are charged with system operation, including remove and replacement of LRUs, inspection and servicing requirements, testing and troubleshooting techniques. Provide the training materials manual. Training should be provided in both a classroom setting and hand on with a system attached to the aircraft (and operational). Provide a certificate of completion when complete. Special skills: Operator Class should be taught by a person with expert knowledge of how to operate the FLIR so knowledge of consequences of operational action can be taught (that aren't normally included in the Army Manual). For example, how best to set up the FLIR to optimize the quality of the image, system reset timelines, what may cause the FLIR to "lock-up", how to best reset the FLIR after system lock-up, etc. Maintenance Class should be taught by someone with intricate design knowledge of the FLIR to teach the students maintenance techniques not shown in the Army TM, like best practices to keep the LRUs clean and clear of dust, fuse replacement, FLIR damage that can be repaired at the unit, etc. Class size : Operators - 15 students maximum; maintenance 8 students maximum Length of class - Ops - 3 days; Maintenance - 5 days All classes are CONUS - Government will provide classroom and aircraft equipped with FLIR equipment to be trained on. All instructors must be U.S. Citizens. The contractor will be responsible for training material. This Notice of Intent is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements may submit a written capability statement that clearly supports their ability to deliver the required services. Capability statements shall be received no later than the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed task order based upon responses to this notice is solely within the discretion of the Government.
