- DRAFT SOW for Qualification Services This SOURCE SOUGHT announcement issued by the Food and Drug Administration (FDA) to gain information of interest, capabilities, and qualifications, and to conduct market research to perform calibration and qualification services for a Thermo LC-MS-MS equipment. The purpose of this requirement is to help the Food and Drug Administration (FDA) understand industry best practices and technical solution. The FDA welcomes all responses from all interested parties. The contractor's capability statement shall demonstrate the business experience and ability to meet all specifications and/or salient characteristics as indicated in the attached DRAFT Statement of Work (SOW). All responses to this notice should be no more than 5 pages and must include: 1. Contractor's information a. Name b. Mailing, Email, and Website Address c. Telephone and Fax Number d. The point of contact information (name, telephone number, and email) e. Provide information concerning to contract vehicles available to be used in accordance of the SOW (GSA Federal Schedules, Government-wide acquisition contracts, etc.) 2. Cage Code, Duns Number, and NACIS code 541380. In addition, all respondents must be registered in the System for Award Management (SAM) to be a potential source. 3. The DRAFT SOW requires all contractors to meet the minimum salient characteristics/specifications for calibration and qualification services. a. Describe capabilities of providing calibration and qualification service for the Thermo LC-MS-MS equipment. b. Describe the documentation that should be provided in accordance with the minimum salient characteristics/specifications. c. The contractor shall be an engineer certificated technician to perform calibration and qualification services on Thermo equipment? d. Can the contractor services provided meet the NIST traceable calibration or qualification certification? 4. The DRAFT Statement of Work (SOW) requires all contractors to meet the minimum salient characteristics for calibration and qualification services. a. Is this requirement clear and concise? b. Are there additional product features the FDA should consider in defining its requirement? c. Is there sufficient information for the contractor to propose calibration and qualification services? If not, what additional information would you suggest? 5. All contractors in response to this source sought should be within 300 miles radius of Atlanta, GA? a. Is the contractor located within a 300 miles radius from Atlanta, GA? If not please provide location. A Firm Fixed Price type contract or task order is anticipated for this requirement. The anticipated period of performance is 1 years, consisting of a 12-month base period. This source sought shall not to be construed as a commitment by the Government. This announcement is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. This sources sought does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this sources sought. Any responses to this sources sought received by the Government will not be accepted to form a binding contract. The Government is not obligated to consider any contractors input as a result of this notice. If a solicitation is issued, the Government does not guarantee that it will be issued to sources sought respondents. However, information obtained from the source sought announcement could result in a solicitation or a Request for a Quote (RFQ) from one or more respondents. Packages must not exceed 5 pages and must be submitted electronically, in MS Word or PDF formats only. Responses to the source sought notice must be submitted via email to Yahtzee Moody at yahtzee.moody@fda.hhs.gov no later than 3:00 PM Eastern Time on 22 July 2013.
