Description
NOTICE TO OFFERORS: FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS NOTICE UNTIL FUNDS BECOME AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE PROPOSAL CLOSING DATE WITH NO OBLIGATION TO THE OFFEROR. FAR CLAUSE 52.232-18, AVAILABILITY OF FUNDS, WILL BE INCORPORATED INTO THE SOLICITATION. Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 will issue a Pre-Solicitation Notice for replacement of the HVAC system(s) in Bldg 500, The Holm Center, Maxwell AFB, AL. Work shall consist of, but is not limited to, providing all plant, labor, materials and equipment necessary to perform all work in connection with removal of the existing HVAC system and replacement with a new chilled water variable air volume HVAC system and DDC controls; installation of a wet pipe fire suppression system; demolition; acoustic ceiling work; site work; general construction work; and electrical and fire alarm work in accordance with (IAW) the specifications and drawings. The period of performance is 360 days after issuance of Notice to Proceed. The proposed solicitation will be set-aside 1 00% for Small Businesses performing in the North American Industry Classification System (NAICS) Code 238220, Commercial and Institutional Building Construction, with a size standard of $14,000,000.00. Only small business firms that adhere to the industry size standard for NAICS Code 238220 will be considered for award. Award of this contract will be made utilizing competitive best value source selection procedures. A single award Firm-Fixed Price type contract will be awarded. The Government reserves the right to award a contract to other than the lowest proposed price. A bid guarantee will be required for this project. Contractors must be capable of securing bonding for the total proposed amount. IAW Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. The solicitation is projected to be issued on Federal Business Opportunities (FedBizOpps), https://www.fbo.gov, on or about 09 JUL 2013. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FedBizOpps ( http://www.fbo.gov ) website in order to receive notification of changes to the solicitation. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by prospective offerors in order for their proposal to be considered responsive. A pre-proposal conference and site visit will be scheduled for 17 July 2013 at 0900. The solicitation will include information for prospective offers to submit in order to attend the pre-proposal conference and site visit. All prospective offerors interested in submitting an offer must have a commercial and government entity code (CAGE Code). All firms or individuals responding must be registered with the System for Award Management (SAM). Registration may be accomplished online at https://www.sam.gov. Interested vendors must also be registered in the Online Representations and Certifications Application (ORCA) database, https://orca.bpn.gov/. The single source of entry for all documentation pertaining to this acquisition will be http://www.fbo.gov. All interested parties are responsible for checking this website to ensure they have the most current information (i.e., issued Amendments, Changes to the Statement of Work, etc). Telephone and Fax requests for a solicitation package will NOT be accepted. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred by interested parties for responses to this Pre-solicitation notice.
