- Checklist that will be used by the government technical evaluation team when reviewing proposals Requirements package specifications The 96th Test Wing, Installation Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for a 2G-3G Mobile Network Range. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is 2G3GMobileNetworkRange. The North American Industry Classification System (NAICS) code for this acquisition is 334220 with a small business size standard of 750 EMP. Please identify your business size in your response based upon this standard. Evaluation will be based on the following factors: Lowest Price Technically Acceptable, technical (capability of item offered to meet the government's needs) and price as specified in FAR 15. Requirement: CLIN 0001: 2G-3G Mobile Network Range IAW attached Supporting Docs QTY: 1 Unit of Issue: Lot Quoted price should include FOB Destination. Required delivery date is no later than 60 days ARO. Expedited delivery schedules accepted and encouraged. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement, attached Tech Eval Checklist will be used by government evaluation team to evaluate offers; (ii) price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
