- This Small Business Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified GSA small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 541380 with a size standard of $14.0M is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through eBuy. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The purpose of this contract is to provide facilities, material, and labor for storing cryopreserved cells in a contractor-owned, liquid-nitrogen freezer capable of storing vials in boxes. The contractor shall: 1.Provide the facilities, materials, and labor for storing cryopreserved cells in a contractor-owned, liquid-nitrogen freezer capable of storing vials in boxes (2 in. tall with at least 81 slots per box). The government will provide the boxes. Cells shall be stored at temperatures that meet the manufacturer's specifications for the freezer. The contractor shall maintain racks in sufficient condition as not to damage the boxes during their removal and replacement in the racks to an extent that would allow vials to fall out of the boxes. 2.Provide the facilities, materials, and labor for storing biologic material (9.25" x 6" x 0.375" metal cassettes) in contractor-owned -80oC freezer space with shelving and up to 21 cubic feet of storage space (a total of 6 shelves) per freezer. 3.Continuously monitor the freezer chamber temperatures and record the temperatures at least several times an hour, seven days a week, 24 hours a day. Summary records shall be provided on a regular basis. When a chamber temperature falls outside of a specified range that is within the manufacturer's specifications, triggering of the monitoring system shall result in a technician responding within sufficient time that corrective action can be taken to restore the temperature to its normal level and to prevent the liquid nitrogen chamber temperature becoming warmer than -80oC and to prevent materials stored at -80oC becoming warmer than -60oC. The monitor and the power for the freezer shall be supported by an auxiliary system to provide backup in case of a power failure. 4.Provide a facility that meets industry standards, is compatible with FDA guidelines, and has controlled access. 5.Be capable of making and receiving shipments of biologic materials at appropriate temperatures, at an additional shipping charge. Due to the critical nature of these reagents for use in supporting ongoing clinical trials and the need for investigators to be able to acquire stored materials with little notice, the material shall be accessible within 30 minutes by car from the main NIH Bethesda campus during rush hour conditions. 6.Make all shipments in insulated containers with sufficient dry ice to assure that the temperature of the material do not rise above that of dry ice. An average of 1 shipment a month of materials shall be made to or from the NIH Clinical Center. 7.Establish and maintain a computer-based inventory of materials stored at the contract site. The inventory shall be accessible through the Internet to Dr. Steven Feldman in the NCI Center for Cancer Research Surgery Branch and staff designated by him. 8.Provide regular preventive maintenance that is consistent with the manufacturer's guidelines. 9.Provide emergency repair services by qualified personnel on an unlimited basis seven days a week, 24 hours a day, during the term of this contract at no additional cost to the government. 10.Provide replacement parts for contractor-owned equipment. Replacement parts will be provided by the government for government-owned equipment. 11.Be responsible for contractor-owned equipment. For government-owned equipment, the contractor shall not be responsible for any repairs necessitated by vandalism, Acts of God, fire or water. These repairs will be the subject of a separate purchase order and will not be performed under this contract. 12.Provide personnel that have the education, training, and experience, or any combination thereof, to enable them to perform their assigned functions. Qualifications apply particularly to working with cryopreserved cells and maintaining material at dry-ice temperatures or colder, when out of the freezer chamber. PERIOD OF PERFORMANCE: The period of performance shall be for 12 months from date of award. How to Submit a Response: 1.Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2.Due Date: Capability statements are due no later than 4:00 a.m. EST on July 10, 2013. 3.Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
