Description
United States Special Operations Command (USSOCOM) intends to negotiate a sole source contract with Lockheed Martin MS2-Undersea Systems Mission & Unmanned Systems in accordance with 10 United States Code (U.S.C) 2304 (c)(1) and FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The purpose of this acquisition action is to conduct research and development of test processes and procedures on a leased dry lock-in/lock-out (LI/LO) submersible. The submersible shall be a Commercial Off The Shelf (COTS), classed by an International Association Classification Societies (IACS) member with the following demonstrated capabilities; (1) capable of sustained submerged speed of at least five knots for no less than two hoursl (2) capable of transiting at least ten nautical miles at five knots on a single battery charge; (3) capable of operating in less than a 100 ft. water column with diver LI/LO limited to 30 ft. (bottomed only); (4) capable of conducting three short missions each week, of no less than three hours with a total of seven personnel onboard and one long mission of no less than six hours with a total of seven personnel onboard; (5) capable of launch and recovery using appropriate lifting and rigging equipment from shore based facility or a surface ship. The period of performance is not anticipated to exceed 18 months with one (1) base period and one (1)option period. The contractor shall assist USSOCOM personnel in researching, testing and evaluating Special Operations Forces (SOF) dry combat submersible (DCS) certification processes; submersible test processes and procedures; submersible navigation and piloting qualification standards; operating procedures (OPs); engineering procedures (EPs); SOF combat swimmer LI/LO procedures; submersible tactics, techniques and procedures (TTPs); emerging power and energy technologies; and development and testing of other sub-systems with cross-platform potential for other SOF submersibles. The submersible will be operated and maintained by the contractor at the contractor's facility and later potentially moved to two, east coast Government facilities (Panama City, FL and/or Norfolk, VA) for additional research and test. The contractor shall operate, sustain and maintain the submersible's IACS Class certification through the period of performance. Based on the market survey, Lockheed Martin MS2-Undersea Systems Mission and Unmanned System's S301i is the only submersible that meets all Government's requirements. The Government intends to award a contract for performance to begin on or about 20 September 2013.
