- The National Cemetery Administration is soliciting offers under Solicitation No. VA786-13-R-0251 for the following: On-site Inscription of Government Furnished: U1, Upright Marble Headstone (13" x 42" x 4") R2, Reverse Upright Marble Headstone (13" x 42" x 4") I1, Marble Niche Cover (15-3/4" x 11-1/4" x ¾") At the following cemetery: Fort Jackson National Cemetery 4170 Percival Road Columbia, SC 29229 The period of performance will be from October 1, 2013 through September 30, 2014, with four (4) 1-year options, if exercised, to extend the term of the contract through September 30, 2018. Vendors shall submit at their expense one of each sample type by the closing date of this solicitation. The samples shall be used to determine potential awardees' ability to perform inscriptions. Note: Inscription depths have changed for FY 14. To receive hard copies of the drawings, e-mail the request to MPS with sufficient time for the drawing to be mailed. MPS recommends vendors use full size drawings for determining work requirements. The request should be e-mailed to the NCA Memorial Programs Service (MPS) Program Support Unit at MPSProgSupport@va.gov and should include the contractor's name, physical street address, phone number, e-mail address, and the name of the drawing(s) requested. If a prior approval is submitted in lieu of an actual sample, an electronic copy of such prior approval shall be emailed to MPSProgSupport@va.gov prior to closing of the solicitation. If no prior approval is submitted, a sample shall be provided. On site inscription services shall begin no later than (30) days after contract award date. Before submitting a proposal, it is the responsibility of the contractor to become familiar with the pre-determined location for the sandblasting structure so as to satisfy the contractor's responsibility for site preparation and the establishment of utility connections. All U1 inscription work will be done in a dedicated area away from gravesites within the cemetery property. All R2 inscription work will be done at the gravesite without the headstone being removed from the grave. All marble niche covers (I1) inscriptions will be done in a dedicated area away from gravesites within the cemetery property. The Contractor shall provide and maintain a secure portable structure(s) to perform a sandblasting operation, store equipment, and for possible curing of headstones prior to sandblasting. The structure(s) shall be built so work can proceed without regard to weather conditions and power outages. The site for the blasting/storage area shall be determined by the cemetery director at the time contract is awarded. The contractor shall have (10) calendar days, excluding federal holidays, as counted from the date following the day an order is sent to the contractor until the monuments are produced and made available to the cemetery for final inspection. Lowest Price, Technically Acceptable (LPTA) Award will be made to the offeror whose price is lowest among all proposals that are deemed to be technically acceptable. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 11 2012 and proposals are due on or about 2:00 P.M. on July 6, 2012. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. This acquisition is 100% set aside for SDVOSB. The NAICS Code is 327991. Size standard is 500 employees.
