- Supreme Allied Commander Transformation Headquarters (HQ SACT) is seeking contract support for the Assistant Chief of Staff, Joint Force Trainer, Joint Education, Training and Exercises, HQ SACT, Norfolk, Virginia. REQUIREMENT Exercises STEADFAST PYRAMID (SFPD) and STEADFAST PINNACLE (SFPE) are the key training events within SACEUR's Senior Leader Development Program. This solicitation will seek contractor support required by HQ SACT to support the design, development, execution and analysis of the SFPD and SFPE Exercises. The planning and execution of these exercises will be conducted in accordance with responsibilities and procedures outlined in Bi-SC directive 75-3, Collective Training and Exercise Directive (CT and ED), 28 October 2010 and ACO, Comprehensive Operations Planning Directive (COPD), COPD, 17 December 2010, recognizing DSACEUR as Officer Scheduling the Exercises (OSE) and DSACT as Officer Conducting the Exercises (OCE) and in accordance with direction and guidance given by OSE and OCE. This contract will seek the support of five key personnel: one Exercise Program Manager (EPM), three Senior Analysts (SA's), and one Senior Analyst with TOPFAS Functional Area Support specialist skills. The tasks include, but will not be limited to: - Supporting SFPD/PE Concept Development and attending the Exercise Specification Conference (ESC). - In accordance with the EXPEC and OCE's guidance, supporting the OCE in the preparation and execution of the Initial Planning Conference (IPC). - Developing, coordinating and delivering draft exercise documentation amendments and timeline. - Preparing for and supporting SFPD/PE Product Development Workshop. - Preparing for and supporting the Main Planning Conference (MPC). - Reviewing and revising all exercise products to identify changes resulting from the SFPD/PE products Development Support Workshop. - Supporting the Final Coordination Conference (FCC) and the preparation and conduct of SFPD/PE. - Providing Post Exercise Analysis. The bidding procedure will be Best Value. Partial bidding is not authorized. The period of performance is 01 December 2013 - 30 November 2014 with the possibility of four option years. A turnover period of up to 120 days (prior to the 01 December start) may be requested at the sole discretion of HQ SACT for the base contract award. The reference for the Invitation for International Bidding (IFIB) is IFIB-ACT-SACT-13-07. Potential bidders must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB) and 2) must have performed contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES Firms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application) by: 23 July 2013 IFIB release (target): 26 July 2013 The IFIB will be unclassified and will be posted on the following website: http://www.act.nato.int/procurements-rfp-ifib-noi Please note: HQ SACT will accept nominations to the bidders list (DOEs) past the nomination deadline and up to the bid closing date.
