Description
The Federal Transit Administration (FTA) anticipates issuing a Solicitation during the Summer of 2013 for recurring technical assistance services in conducting Procurement System Reviews (PSR); an FTA area of program oversight. The estimated cost for this requirement is $12 million. The FTA anticipates posting the Solicitation as a Small Business Set-Aside. The objective of the PSR is to examine how recipients of FTA funds comply with statutory and administrative requirements for procurement, particularly those that are included in the Annual Certifications and Assurances submitted by grantees. The PSR aides the FTA in evaluating grantee effectiveness in carrying out project obligations under a grant agreement that is signed by FTA and the grantee after project approval. The Procurement System Review examines 55 elements to determine if FTA grantees are meeting FTA procurement requirements and to identify corrective actions if a grantee is not meeting the requirements. In addition to helping evaluate grantees, the review gives FTA an opportunity to provide current information to grantees on the latest FTA procurement requirements and also aids FTA in reporting to the Secretary, Congress, other oversight agencies and the transit community. For the future requirement, the following tasks are anticipated: Task A: Procurement System Review Reports -A.1: Review Procurement Systems Operations -A.2: Prepare draft, draft final, and final procurement system review reports -A.3: Document the review -A.4: Enter procurement system review data into the Oversight Tracking System (Otrak) -A.5: Procurement System Review Follow-Up Reports -A.6: Prepare draft, draft final, and final procurement system follow-up review reports Task B: Procurement Technical Assistance Workshops -B.2: Logistical Support Task C: LMRO Support -C.1: LMRO Monthly Reports -C.2: Key Decision Point Review Reports -C.3: Contracting Package Review Reports -C.4: LMRO Procurement System (Follow Up) Reports Task D: Program Support (OPS) and Special Assignments -D.1: Suggest Procedural Improvements -D.2: Revise and Update Procuremetn Systems Review Guidebook and Procurement Systems Seminar Workbook and Materials -D.3: Provide Technical Assistance for the Preparation of Year-End Summary Reports and Program Management Support -D.4: Conducting Oral Presentations -D.5: Attendance and Logistical Support for Annual Oversight Meeting -D.6: Special Assignments -D.7: Quarterly and Annual Meetings Task E: Monthly Progress Reports (NSP) FTA intends to award up to four (4) contracts to small business concerns for the PSR Program. The length of all contracts will be for five (5) years. The multi-year Indefinite Delivery, Indefinite Quantity (IDIQ) contracts will be hybrid in nature in that there are some Fixed Price line items and some Time and Materials (T&M) line items. *NOTE: This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Presolicitation Notice does not commit the Government to contract for any service or supply whatsoever. Furthermore, FTA is not at this time seeking proposals, and will not accept unsolicited proposals. All interested offerors should wait until the Solicitation is posted before providing any responses. Any questions related to the work to be conducted will be accepted and answered once the Solicitation is posted. Respondents are advised that FTA will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presoliciation Notice will be solely at the responding party's expense. Not responding to this Presolicitation Notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this requirement. Thus, potential offerors/vendors are encouraged to register at www.fbo.gov in order to effectively do so.
