PRESOLICITATION NOTICE NOTE: THIS WAS ORIGINALLY ANNOUNCED AS A SOURCES SOUGHT ONLY FOR MARKET RESEARCH, RFP W912ER-13-R-0046 Subject: Afghan National Army (ANA) Justice Center in Parwan (JCIP) and Logistical Support Area (LSA) Infrastructure Solicitation No.: W912ER-13-R-0046 Original Issue Date: 3 July 2013 Response Date: 17 July 2013 Set Aside: N/A Contracting Office Address: US Army Corps of Engineers - Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 Classification Code: Commercial and Institutional Building Construction SYNOPSIS: This announcement is for the purpose of soliciting construction firms with work experience in Afghanistan, for the design and construction of a complete 20 kV electrical distribution system for the Justice Center in Parwan (JCIP), as well as the existing Life Support Area (LSA) for the Afghan National Army(ANA). This portion of the project will be delivered using a design-bid-build approach. A firm-fixed-price (FFP) contract will be awarded to a prime construction contractor. The magnitude of this project is between $1,000,000 and $5,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about July 19, 2013. The proposals will be due on or about August 23, 2013. Contract award is scheduled on or about September 18, 2013. No solicitation will be posted to this website. PROJECT SCOPE: U.S. Army Corps of Engineers, Middle East District has a requirement to design and construct a complete 20 kV electrical distribution system for the Justice Center in Parwan (JCIP), as well as the existing Life Support Area (LSA) for the Afghan National Army(ANA). This electrical work consists of providing a 50 Hz, medium voltage electrical power distribution to the existing ANA LSA facilities and the existing JCIP facilities from the 3MW 50 Hz power plant by others. Additional work included in this construction contract will be delivered using a site-adapt approach; with the standard building designs provided in these contract documents. The contractor shall be required to perform geotechnical studies and develop the civil, site, water infrastructure and final foundation designs for the Afghan National Detention Facility in Parwan (ANDF-P). This work consists of : the completion of an existing well, to include permanent well pump with chlorination system; the construction of the well house, the connection to the existing water storage tank, the construction of two booster pump buildings, to include all necessary plumbing infrastructure; the connections to the existing ANDF-P domestic and fire water distribution systems; and - power connections to the well-house and booster pump buildings. This work is located on Bagram Airfield, Parwan Province, Afghanistan. ESTIMATED PERIOD OF PERFORMANCE: All work identified in the Scope of Work shall be completed within 270 days from the Notice to Proceed. PROPOSAL PROCEDURES: The request for proposal (RFP) will only be issued to prime construction contractors at the site below. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Lowest Priced Technically Acceptable (LPTA) contracting method will be used to evaluate proposals. The evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single firm-fixed-price construction contract awarded based on LPTA determination. SITE VISIT: The site visit information will be contained in the RFP. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be accepted in hard/paper copies only. Electronic and fax proposals will not be accepted. ADDITIONAL REQUIREMENTS: Files pertaining to the solicitation will be available through Safe Access File Exchange (SAFE). Interested offerors will receive an email notification with the subject: AMRDEC Safe Access File Exchange Delivery Notice. The notification will include a description of the file, a link to the file, and a password to retrieve the file. The file will only be available for 14 days and the password is a ONE-TIME USE ONLY during the 14 day period.
