Description
NASA/GSFC is hereby soliciting information about potential sources for Earth Observing System Data and Information System (EOSDIS) Evolution and Development-2 (EED-2) The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Earth Observing System Data and Information System (EOSDIS) Evolution and Development-2 (EED) Procurement. This procurement is for the development and sustaining engineering of software and hardware systems that provide science data management for the ESDIS Project. (See Attached Statement of Work). The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of ten (10) pages or less indicating the ability to perform all aspects of the effort described herein. Contractors responding to this notice shall: 1. Demonstrate their capabilities to perform the above requirement by matching their responses directly to the corresponding requirement in Section 3.0 of the Statement of Work. Each area or capability must be clearly marked so it can be easily traced to the corresponding section of the Statement of Work. For example, capabilities relating to (3.1) Program Management shall be provided first, followed by (3.2) Transition of Engineering Responsibilities and so forth. Additionally, the responses shall include a matrix showing its relevant contracts and subcontracts for the SOW areas 3.1-3.8 to which they pertain. 2. Address their capability to provide operational reliability and robustness in managing a complex system, which ingests, processes, archives and distributes data from a large number of sources, as well as simplicity and straightforwardness for a significant number of individual and institutional users. Describe how your approach could adapt to growth in the user community, changes in the systems interfaces, and changes in technology; and 3. Describe specific details how you would support the evolving changes in service-oriented architectures and Data-as-a-Service. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
