- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET RESEARCH: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities to provide 7.62mm L2R2 cartridges that match below listed requirements. At a minimum, each response should address the following information: Accuracy - The average of the mean radii of all targets of the sample cartridges, fired at 400 yards, shall be not greater than 3.1 inches for ammunition scheduled for packaging in cartons or clips and shall be not greater than 4.7 inches for ammunition scheduled for packaging in links. Chamber Pressure - The average chamber pressure of the sample cartridges conditioned at 70 degrees (F) plus/minus 2 degrees (F) shall be not greater than 57,000 psi. The average chamber pressure plus three standard deviations nor the chamber pressure of an individual sample cartridge shall be greater than 62,000 psi. Chamber Pressure at Extreme Temperatures - The average chamber pressure of the sample cartridges subjected to 125 degrees (F) plus/minus 2 degrees (F) and negative 65 degrees (F) plus/minus 2 degrees (F) storage conditions shall be not greater than 62,000 psi nor vary by more than plus 8,500 psi or minus 15,000 psi. Bullet Integrity - The bullet of the cartridges shall maintain structural integrity in its passage through the barrel and in flight. Steel Penetration - The bullet of the cartridges shall defeat 0.25 inch of mild steel at 200 meters when fired from the M240B machine gun, at up to a 45-degree angle. Ballistic Match - The bullet of the cartridges shall match the trajectory of the M80 cartridge out to 400 meters. Maximum Range - The bullet of the cartridges shall have a maximum range of 2,000 Meters (1,500 Meters desirable). Function - The cartridges shall function both, an M14 Rifle and M240 Machine Gun, with no weapon adaptors/modifications. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This request for information does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All interested parties are encouraged to submit company and product literature, white paper, and/or other pertinent information, such as a description with performance parameters, a statement of current availability, summary of prior testing, test reports, and an estimated cost for price of test articles and production units, for the Government(s) consideration by 2:00 PM Eastern Daylight Time on 9 AUG 2013. Electronic or hard-copy submissions will be reviewed if received by the closing date and time.
