- Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with Germann Instruments, Inc. to provide the RapidAir 457 Air Void Analyzer. The purpose of this automated instrument is the measure air void distribution in hardened concrete. The RapidAir 457 will be used as one research procedure in the Federal Highway Administration (FHWA) Turner Fair Bank Highway Research Center (TFHRC) Petrographic Lab for the comparison of different equipment alternatives to recommend to the State DOT's and for the evaluation of the durability of concrete in freezing and thawing. The Germann Instruments, Inc is the only source that can provide the equipment due to the exclusive licensing agreement to GERMANN INSTRUMENTS, INC. 8845 Forest View Road, Evanston, IL 60203. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $55,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by COB July 18, 2013. All questions concerning this matter should be addressed directly to Mrs. Brittany Alvarenga at brittany.alvarenga@dot.gov.
