- The 22nd MEU Predeployment training award is as follows: Offeror: Maritime Applications Group, International Contract Award Amount: $524,850.00 The contract will be performed under the following statement of work: •1.0 Scope. The Force Reconnaissance Detachment (FoReconDet), 22 nd Marine Expeditionary Unit (22 MEU), II Marine Expeditionary Force (II MEF) requires contracted support to provide its personnel with sustainment, refinement and enhancement of their existing skill sets. The Force Reconnaissance Company and other specialized components within II MEF, provide deploying personnel to operate and support MEU and other ground combat elements conducting specialized reconnaissance, surveillance, combat, counter insurgency and stability operations in support of MEU directed taskings as part of their organizational Mission Essential Task List (METL). As an operational expeditionary unit providing specialized personnel to support their various combat and special purpose assignments, 22 MEU, II MEF requires consolidated manpower, materials and facilities support to further its ability to sustain, refine and enhance their deploying FoReconDet's basic to advanced proficiency levels in selected tasks and their existing multifaceted capabilities within their Command. •2.0 Applicable Documents and References. •2.1 USDA Class R Research Facility Certification •2.2 AAALAC Accreditation •2.3 CECBEMS Organizational Accreditation •2.4 Pre-Hospital Trauma Life Support/Tactical Combat Casualty Care (PHTLS/TCCC) protocols as established by the American College of Surgeons Committee on Trauma, the National Association of Emergency Medical Technicians - The Animal Welfare Act 9 CFR •2.5 FM 3-05.221 ( Special Forces Advanced Urban Combat Field Manual) •2.6 NAVMC 3500.55 (Recon Training & Readiness Manual) •2.7 USASOC Approved Breaching and Facility Certification •3.0 Requirements. The contractor shall provide a nineteen (19) consecutive day training package at a private training complex that satisfies all requirements of the SOW. The period of performance will be 12 June - 01 July 2013. The number of students to be trained is 60. The complex should be no more than a 15 hour drive time or 950 miles from Camp Lejeune, NC. Unit requires a single complex that can provide all the personnel, materials, facilities, ranges and training areas to enhance the individual and collective team level skills of the force being trained. Team and platoon Standard Operating Procedures (SOPs) and Tactics, Techniques, and Procedures (TTPs) will be refined and validated prior to the Formation of the 22 nd MEU. A single contractor provided training complex shall be utilized IOT minimize the cost of Transportation of Personnel and Things (TOP/TOT) within the designated period of performance parameter and be executed in such a manner that maximizes the training time the MEU has available to exercise and accomplish its interoperable and time sensitive special purpose force training objectives for the detachment. The phases of training shall be executed in the sequence defined below in order to follow a systematic effort designed to front load critical skills that will continue to be enhanced throughout the execution of a multidiscipline training package. •3.1 Six (6) day Close Quarter Combat (CQC) Marksmanship Skills syllabus that concentrates on basic - advanced combat marksmanship TTPs and mastery of the fundamentals in order to safely and efficiently progress with success in the remaining phases of the training package. •3.1.1 CQC Marksmanship Instructor to student ratio of 1:5 to provide combined assessment and performance evaluated courses of fire to develop, sustain and enhance the basic through advanced combat marksmanship skills in the below listed subjects. •3.1.1.1 Weapons Safety and Manipulations / Weapons Handling •3.1.1.2 Combat Mindset •3.1.1.3 Fundamentals of Combat Marksmanship •3.1.1.4 M4 Carbine Zero Confirmation & Co-witnessing Optically Aided Sighting Devices. These modules shall complement the CQC Marksmanship and Tactics phases by providing necessary sustainment and SOP refinement training for the members of the Special Purpose Elements / Teams while enhancing the overall inter-operability of the detachment. The Advanced Mechanical Breaching Module shall be designed to provide all detachment members with the advanced mechanical breaching skills to defeat the shipboard doors and hatches encountered in today's VBSS environment. The awarded contractor shall have or make provisions to configure a structure to replicate the vapor concerns / effects detachment members will encounter in the enclosed spaces that maritime / shipboard profiles requiring exothermic defeat will entail. The use of ¼ & ½ " 3' X 6' sections of steel along with double sided steel doors and Commercial Shipping Door / Hatches encountered on weather decks, interior compartment ways and interior spaces is technically acceptable. Driving and off-road vehicle crewman skills shall concentrate upon the TTPs to effectively enable the vehicle crewman team and/or multivehicle teams to operate in challenging on/off-road situations with an advanced degree of skill and proficiency as well as, how to operate, prepare/rig, control and recover their vehicles in austere environments while negotiating arduous terrain during day/night transit profiles. Vehicle dynamics and control training shall be incorporated into the syllabus to develop, sustain and enhance those defensive/evasive driving applications as can expected to be encountered while operating in high risk environments. Mobile Force Protection (MFP) training shall complete the syllabus to develop, sustain and enhance advanced level ground mobility skill sets. Emphasis will be placed on maneuvering vehicles as a unit and responding to ambushes during ground mobile / mounted operations. Dismounted and mounted live fire exercises shall be incorporated into this portion of the syllabus to enhance unit / element / force tactical expertise and abilities to react with predictable survivability to mounted contacts enroute between "secure" FOB's / LOB's / other venues to distant venues and / or perceived "secure" final destinations. Scenarios shall be derived from the frequently executed mission profiles that FoReconCo detachments are currently experiencing in theater. Combat Trauma Mannequins, Moulaged Patients and USDAAT models shall be incorporated into the STX for sustainment of operational medicine skills and enhance team treatment, stabilization and CasEvac procedures. Emphasis of this culminating phase of the training package is on correct procedural performance and timely, efficient, successful execution of TTPs. •3.5.1 Contractor shall provide SMEs / Instructors in sufficient quantity to effectively design, monitor, assess and evaluate the fully integrated operational scenarios of the Assault Force for all aspects of the STX. Instructors considered highly qualified if they possess experience as an operator within Special Forces or Special Missions Units and have conducted urban operational profiles during GWOT •4.2 Subject Matter Expertise (SME) in CQC/Tactical/CQB/Sniper Marksmanship Instruction •4.3 Experience within USSOCOM or Special Missions Units in USSOCOM/USASOC/Marine Force Recon/NavSpecWar as a NCO, SNCO/CPO or Officer with multiple successful tours within a Special Missions Unit •4.4 SME in Driver training with a minimum of 8 years experience teaching high-speed, high-risk, On/Off-road and Rally-style driving techniques •5.0 Minimum Contractor Facility Requirements: The below listed Specialty Ranges, Target Arrays, Training Areas and Facilities to fulfill the multidiscipline training and logistical requirements of this SOW. *Note: All targets, ranges, and other specifications of name brand reference(s) (item(s)) are subject to "or equal/similar equipment".* •5.1 Surveyed Drop Zone Capable of Day/Night MFF ParaOps to support airborne TOP/TOT provisions of the force •5.2 8 lane Rogers Reactive Target range with a variety of pistol & carbine capable pneumatic, automated, steel targets. •5.3 75yd 20 Lane - Pneumatic Remote Controlled Wilson 90 o Combat Turner Pistol, Carbine and Rifle Range •5.4 150yd 40 Lane - Pneumatic Decision Making/Tgt Discrimination Reactive Limited Exposure Turner, Multiple Headplate, Breastplate and Running Target Pistol, Carbine and Rifle Range comprised of AR500-520 Brinell Steel, Runner Rails and Turning Target Arrays. Range shall be capable of providing individual firing lanes that present a vast array of target choices and behaviors •5.5 Minimum 300yd 270 ⁰ Multipurpose range of approximately 21,000 square feet that facilitates scenario focused live-fire or simunitions exercises to refine, enhance, or validate the force's Standard Operating Procedures and Immediate Action Drills. Range should be capable of supporting simultaneous round robin stations as well as the execution of individual, team and detachment sized movements to contact, contact, immediate action and break from contact drills. Range should also possess adjacent two (2) and five (5) story Multipurpose Towers that allow exercises/drills involving elevated/over-watching target engagements to be safely and efficiently exercised and which are de-conflicted for safety by the contractor. Range should possess a variety of paper target stands and reactive steel targetry •5.5.1 Adjoining Multipurpose Towers should have multi-level platforms with a variety of shooting positions available •5.6 Minimum of two stand alone Breaching Houses with adjacent indoor charge breakout and preparation area •5.7 Minimum of two stand alone 360 o fully ballistic to 7.62mm, interior and exterior explosive, mechanical and ballistic breaching capable shoot houses •5.7.1 Both houses shall possess overhead catwalks for evaluative and observation purposes and be quickly reconfigurable to change house layouts in support of rapid house re-configuration cycles to minimize down time. •5.7.2 Houses shall be no greater than 20m apart to facilitate simultaneous multi-house assaults and be surrounded by 9' walls with indigenous gates for in-theater realism •5.7.3 Houses shall possess multiple explosive exterior entry points and interior explosive and mechanical breaching points. •5.7.4 Compound wall shall possess multiple explosive and vehicular breach points (indigenous gates and breaching sections) •5.7.5 Compound wall shall possess multiple personnel vehicular ingress and egress points / gates •5.8 Minimum 1000m Known Distance (KD) Rifle Range with raised firing points to support sniper team confirmation of data and data compilation •5.9 Minimum 1000m Unknown Distance (UKD) Rifle Range to support sniper team sustainment and refinement courses of fire. This range shall possess and adjacent four (4) story precision shooting tower overlooking a variety of reactive steel targetry and vehicle hulks •5.10 Minimum 10 Acre Theater Specific Maneuver Range that facilitates live fire and simmunitions movement profiles for the force to designated targets ISO Situational Training Exercises. •5.11 Minimum 30 Acre Theater Specific MOUT Complex with adjacent DZ and HLZ to support force on force STX aspects of the training package •5.12 Off-road Track with Engineered Obstacles area capable of supporting the obstacle negotiation, spotter appreciation, vehicle clearance capabilities/preservation, 4x4 operation, Max Gradient / Vehicle Roll-over Threshold and vehicle recovery aspects of the training •5.13 Contractor's facility shall possess DoD Compliant Arms, Ammunition Storage Rooms, Magazines and Bunkers IAW the DoD 5100.76-M (Physical Security Manual) •5.14 Contactor's facility shall be an approved DoD/BATF Class V Receiving Authority •5.15 Contractor's facility shall not have any day/night/weekend noise restrictions due to the type of training to be conducted •5.16 Contractor's facility shall possess billeting structures large enough to house a minimum of 60 students in open-bay style buildings and shall have a minimum of 2 semi-private rooms available for up to 4 SNCOIC/OIC/VIP personnel. •5.16.1 Billeting shall have adequate shower, restroom and laundry facilities for same number of students within walking distance of the training areas •5.16.2 Billeting Units shall be able to provide internet access and be compatible with DoD computer systems •5.16.3 Billeting units shall possess a team rooms large enough for gear stowage and with enough tables and chairs to accommodate the students. •5.16.4 Billeting units shall possess a minimum of one television with cable or satellite per unit •5.17 Contractor's facility shall possess a dining facility large enough to serve a minimum of 60 students within a short walk from the billeting facilities •5.18 Contractor's complex shall possess a fully functional Gym complete with weights, nautilus machines, treadmills, medicine balls, kettle bells and other appropriate weight lifting equipment and a Cross-fit Center and Obstacle Course in order to ensure physical fitness may be kept up during training •6.0 Minimum Contractor Material Requirements: The awarded contractor shall provide; •6.1 All targetry materials to include stationary reactive steel, paper re-faces and specialty target arrays / systems •6.2 Replacement Doors and hardware for Shoot House re-configuration cycles •6.3 Maritime / Commercial Shipping Doors & Hatches for Adv Mechanical Breaching Training •6.4 Contractor shall provide all supplemental Sedans, SUVs and Tactical Vehicle support for Combat Ground Mobility, CQC Tactics training and STX aspects of the package with the exception of the government provided ITVs in support of the multidiscipline training syllabus •6.5 All USDAAT Models, Meds & Scenario Support Materials •6.6 Fuel for Supplementary Tactical Vehicles •7.0 Deliverables. The contractor shall provide on-site full hot breakfasts, full hot lunches and full hot dinners for the attending students of FoReconCo, II MEF for the training package to include arrival & departure days. These meals must be in compliance with USSOCOM dietary guidelines. *The government will provide 180 MREs for the STX.
