- This PRE-SOLICITATION NOTICE is for review and comment purposes ONLY - No award will be made from this Pre-Solicitation Notice. However, this research will assist us in developing a more effective means of dredging the Oakland Inner and Outer Harbor project. The draft plans and specifications are made available for industry review and comment. Contractors are invited to provide feedback via email at James.E.Garror@usace.army.mil. All comments will be considered and evaluated for inclusion in the final plans and specifications for solicitation. __________________________________________________________________________________________________ Project Description: The work consists of maintenance dredging of Oakland Inner & Outer Harbor Channel of approximately 560,000 cubic yards of materials, to provide a project authorized depth, -50-feet (MLLW) plus 1-foot allowable paid over-depth for the Inner Harbor and Outer Harbor Channels. Dredged material excavated from the Oakland Inner and Outer Harbor Channels shall be transported and off loaded at the San Francisco Deep Ocean Disposal Site (SF-DODS) located approximately 62 miles offshore, the San Francisco in-bay disposal site, SF-11, located near Alcatraz Island, and at any permitted upland site of the Contractor's choosing. There is a maximum disposal limit of 100,000 cubic yards, including non-paid overdepth material, at the SF-11 site, and a minimum upland disposal amount of 250,000 cubic yards including non-paid overdepth material. CAPABILITIES AND QUALIFICATIONS: a. Qualified personnel are required with recent knowledge and experience in: 1. Interested parties must have the capability and equipment necessary for dredging and disposal of dredged material at the San Francisco Deep Ocean Disposal Site (SF-DODS), which requires scows with current ABS certification for ocean disposal. Interested parties are required to submit proof of ownership, or access to, ABS-certified scows that meet EPA requirements, including current scow certification documentation from an independent third party inspector, as part of the response to this Pre-Solicitation. Interested parties must have the capability to dredge maintenance material and previously undisturbed material at a minimum daily average rate of 8,600 cubic yards, using appropriately sized scows and dredge bucket(s), in order to complete all work within the period of performance specified in the contract solicitation. 2. Contract work will start after September 1, 2013 and will cease before December 1, 2013. Interested parties will be encouraged to submit bid proposals for disposal of dredged material at any permitted upland sites provided the contract work can be completed within the specified period of performance. However, interested parties must still have ocean disposal capability because the SF-DODS site will remain as the back-up site if the interested party's proposed upland site becomes unavailable and the work cannot be completed within the contract's period of performance.
