- Draft SOW The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract to Dr. Anthony R. Crain Alexandria, VA. This requirement is being conducted under the Simplified Acquisition Procedures. Per FAR 13.106-1(b)(1), Soliciting from a single source - For purchases not exceeding the simplified acquisition threshold. In accordance with FAR 13.106-1(b)(1)(i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. The support services involves developing a variety of historical products for the Applied History and Policy Support Program within the Historical Office of the Office of the Secretary of Defense (OSD). The historical products include oral histories, historical information papers and reference responses for DoD leadership, organizational histories of OSD offices. The contractor shall reply to historical inquiries received from various offices within the OSD and from external senior officials; conduct research, analyze the material gathered, and write information papers based thereon to provide useful historical or analytical insight to officials within the DOD; prepare organizational histories of various OSD elements; plan interviews with present and past senior DOD and other national security officials by assisting the Senior Historian, Applied History Program, in determining which officials need to be interviewed and in contacting them to schedule interview sessions; prepare for interviews by researching primary and secondary sources to develop appropriate questions; conduct interviews alone or in conjunction with others, both in the Historical Office and off-site within the National Capital Region; coordinate the OSD History Speaker Series events; and serve as the Applied History program's designated expert on NATO history and liaison to external historical programs regarding NATO history. The draft Statement of Work is attached. The Government anticipates a Firm Fixed Price Contract for a period of performance of 12 months with one 12 month option period. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All information submitted should support the offeror's capability to provide the required services, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the sole source award. The primary North American Industry Classification System (NAICS) code is 541720, Research and Development in the Social Sciences and Humanities, Small Business Size Standard $19,000,000.
