Description
The Joint Strike Fighter (JSF) Program Office intends to issue a contract modification to LRIP Lot 5 contract N00019-10-C-0002 on a sole source basis to Lockheed Martin Aeronautics Company (LM), Fort Worth, TX, for retrofits to Low Rate Initial Production (LRIP) Lots 2 and 3 of Joint Strike Fighter (JSF) F-35 "Lightning II" aircraft. These retrofits will involve the procurement and installation of modification kits to the LRIPs Lots 2 and 3F-35 aircraft. The F-35 Lightning II air system is currently in the System Design and Development phase of acquisition. During this phase, the air system is being incrementally designed to meet specified capabilities. The air system is also being produced in small lots to test and demonstrate achievement of those capabilities. While those lots are being produced, the design is continually maturing. As the design matures, concurrency modifications are used to incorporate the resulting improvements into air system components that have already been produced. The changes driving this contract modification represent post-production (post-acceptance) design maturation improvements of the affected lot of aircraft, and therefore must be paid for by a different contract mechanism from the Production contract. The anticipated modification will provide for the development and execution of Engineering Change Proposals (ECPs) to correct the associated variances and/or deficiencies. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with Lockheed Martin Corporation under authority of FAR 6.302-1. The Government will furnish the necessary aircraft and depot space for the modifications to be performed. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
