Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. In support of the Program Executive Officer, Tactical Aircraft, EA-6B/Airborne Electronic Attack Program Manager, PMA-234, Naval Surface Warfare Center Crane intends to issue a solicitation for Concept Exploration Studies (CES) for key subsystems related to the Next Generation Jammer (NGJ) Increment II (Inc II) Low Band capability. The two key subsystems are an Amplifier (also known as a transmitter ) and an Antenna/Radome group. The CES are anticipated to be conducted in a two-phase effort spanning a 24-month period of performance (10-month Phase 1 / 14-month Phase 2). Phase 1 work is anticipated to consist of the following: Development of subsystem concept design; Design trades analyses; Reliability, maintainability & supportability assessments; Technology maturity assessment; and Development of subsystem breadboard(s) detailed design. Phase 2 work is anticipated to consist of fabrication and testing of subsystem breadboard(s) and update of Phase 1 deliverables. Program management, reporting, and reviews/meetings will be required for Phases 1 and 2. The Government intends to award multiple contracts to the responsible offeror(s) whose Proposal(s), as determined by the Source Selection Authority, represents the best value to the Government, considering technical requirements, past performance and price factors. Offers must be submitted in the format specified in the solicitation. A draft solicitation will be available on or about August 7, 2013 at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to FBO. It is the responsibility of interested vendors to monitor FBO for the solicitation and amendments that may be issued to this solicitation. For changes made after the closing date, only those offeror(s) that provide a proposal will be provided any changes / amendments and considered for future discussions and/or award. Interested sources must download the solicitation and the attachments from the site listed above. No hard copies of the solicitation will be mailed. Contractors must be properly registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government contracts.
