The material or service listed in par. 3 below is sole source, therefore, consideration of the number of contractors required by FAR Subpart 8.4 - Federal Supply Schedules, is precluded for the reasons indicated below. (1) AGENCY AND CONTRACTING ACTIVITY:Department of Veterans Affairs NCO-6____________________________ 27 Averill Dr.____________________________ Hampton, VA 23667 VISN:6 (2) NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED: Transaction 658-13-2-867-0194 has been submitted to expand the current Cisco server to increase the number of VTC connections for telehealth. (3)(a)A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEED: VA requires the following components: ONE Cisco/MCU MSE 8510 = (Media2) MCU blade up to 80 MCU (Media) Ports, ONE Cisco/ESS With 8x5xNBD MSE8510 Med2 bld-To 20HDVid-20VoicePrt, ONE Cisco / MSE 8000 Chassis Licenses PAK PIDs, ONE Cisco / ESS WITH 8X5XNBD MSE 8000 Chassis Licenses PAK PIDs, FORTY Cisco / 2 Additional MSE-8420-PL MCU(Media) Port licenses, FORTY Cisco / ESS WITH 8X5XNBD 1 Med 2Prt Lic-1 720pHD Video,1 VoicePrt 1 year. (b)ESTIMATED DOLLAR VALUE: $184,555.13 (c)REQUIRED DELIVERY DATE: 6/6/2013 (4)IDENTIFICATION OF THE JUSTIFICATION RATIONALE (SEE FAR 8.405-6), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. 0Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. 0A patent, copyright or proprietary data limits competition. The proprietary data is:. 0These are "direct replacements" parts/components for existing equipment. ____________________________________________________________________________ ____________________________________________________________________________ 1The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system. The current MCU is a Cisco 8510, which has expandable slots for additional blades to increase the number of connections. The MCU currently has 2 blades which are shared resources across Region 3 for bridging videoconferences. The additional blade requested for Salem's program will allow them expand their videoconferencing capabilities not only within V6 but to the other VISNs they support. The current chassis is Cisco - there is no other compatible equipment that can be used. Without this additional resource (for expansion capacity), the ability to support the telehealth/educational/teaching programs for SCAN will be limited. Telehealth is one of the Secretary's major initiatives to improve access for care to the veterans. 0The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. 0An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays. (5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: The components will be competed using SEWP and the lowest priced technically acceptable solution will be selected. (6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Fourteen small businesses with SEWP schedules are authorized Cisco resellers. Of these, seven small businesses offer the required blade server, and most of these offer the other components. In addition, SEWP schedule holders can add products in 24-48 hours to their contracts in response to solicitations, and it is possible other CISCO authorized vendors will add these products to their schedule. (7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: None (8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: When the MCU requires replacement OI&T will allow for competition of the requirement.
