- DRAFT STATEMENT OF WORK USAID/East Africa is seeking public comments on the DRAFT Statement of Work for the procurement of services for the implementation and management of the Resilience Learning Project. Responses to this request for comments are not binding on the U.S. Government and do not obligate USAID to issue a Solicitation, nor does it commit USAID to pay any cost incurred in the preparation and submission of comments. Reference: SOL-623-13-000010 - The Resilience Learning Project USAID/East Africa is seeking public comments on the DRAFT Statement of Work for the procurement of services for the implementation and management of the Resilience Learning Project. Brief Project Description The drought of 2010-2011 led to famine and the displacement of refugees from southern Somalia, as well as significant disruption of livelihoods and economic losses throughout the drylands of the Horn of Africa. The crisis highlighted the fact that humanitarian emergencies in the region have been becoming more frequent and are affecting ever more people, and that the costs to governments and to the international community are out of proportion to the investments being made in long-term, sustainable development. The Resilience Learning Project is planned as one component of expanded programs for building resilience to drought and sustainable growth. It has been designed to support regional collective action between governments, regional organizations, donors, non-governmental organizations, the private sector, and other members of civil society. The Joint Planning Cell (JPC) comprised of USAID/Kenya, USAID/Ethiopia, the East Africa regional mission, the Office for Foreign Disaster Assistance (OFDA), and Food for Peace was established to better coordinate and leverage humanitarian and development assistance efforts. The JPC contributes to efforts led by the governments of the affected countries, which have directed the Intergovernmental Authority on Development (IGAD) to develop a Drought Resilience and Sustainability Initiative (IDDRSI) as a regional platform in support of national plans and coordinated actions. A number of related activities are being supported by increased investments by the governments, the World Bank, the African Development Bank, and a number of other Development Partners including USAID that are linked through the Global Alliance for Action on Drought Resilience and Growth. The common theme is a new commitment to new ways of doing business, to better coordinating humanitarian and development assistance to break the cycle of recurrent humanitarian crises, based on the application of lessons learned and best practices. The Resilience Learning Project will implement analysis, knowledge management, and learning activities that will build upon and add value to activities implemented by the national drought resilience coordination groups, IGAD's IDDRSI, the resilience programming of USAID's JPC missions and offices, the Technical Consortium of the CGIAR centers led by ILRI and the FAO Investment Center, and other programs supported by development partners in the region. The project's objective is mutual learning and knowledge management among strategic partners leading to a supportive policy environment and increased impacts of programming on drought resilience and growth. This objective shall be advanced through five intermediate results: 1.Facilitate the adoption of resilience-enhancing technologies and innovations; 2.Develop and test models for integrating humanitarian and development assistance; 3.Facilitate and catalyze widespread adoption of effective models using the Collaboration, Learning, and Adaptation (CLA) approach to address development in the arid and semi-arid lands; 4.Strengthen the capacity of regional, national, and local institutions to translate learning into programs and policies; and 5.Address gender issues that are key to achieving growth and resilience across the humanitarian and development assistance continuum. The initial contract will cover the first five years of project implementation, with options for additional buy-ins by other missions and programs of USAID. Requested Information: USAID/East Africa invites the public to submit comments on the DRAFT Statement of Work, including comments on how optional buy-ins from bilateral missions and other USAID offices should be structured and priced. These inputs will be helpful as we finalize this project scope. Comments must be submitted to Michael Makosala, Senior Acquisition and Assistance Specialist, via his e-mail mmakosala@usaid.gov with the subject line "Resilience Learning Project Comments" no later than: Wednesday, July 17 at 5:00 PM (Kenya Local Time).
