Description
The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award on a sole-source basis to the California Urban Water Conservation Council (CUWCC), 455 Capitol Mall, Suite 703, Sacramento, CA 95814-0000 for Phase 2 of the Best Management Practices Reporting Database. Project Summary The CUWCC will implement Phase 2 of the BMP Reporting Database System, which incorporates reports for analyzing the statewide water agency data, user administration for agency administrative users, USBR contractor management, weather normalization additions to the Gallons per Capita per Day (GPCD) coverage track, Memorandum of Understanding (MOU) modifications and coverage logic that follows the legislation in SBx7-7. The CUWCC is a non-profit organization which has led urban water use efficiency efforts throughout the state since its inception in 1991. There is enormous value in tracking and demonstrating the effectiveness of water use efficiency efforts in the state, and the CUWCC has provided that information through its best management practices (BMP) reporting database. Background The U.S. Bureau of Reclamation Mid Pacific Region has contracted with the CUWCC to enable Urban Water Contractors to submit annual updates to their Urban Water Management Plans via the CUWCC's Best Management Practices (BMP) Reporting website. As the annual update contains information on the implementation progress of the BMPs, Reclamation accepts the BMP Coverage Requirements Reports as compliance reports for their urban contractors. Work on the project has continued to date. A project advisory team comprised of CUWCC members, subject matter experts and technical experts has guided the project during this time, with Reclamation staff participation. Phase 2 Development The reporting system will continue to be adaptable to future changes in legislation, regulatory and MOU requirements. Phase 2 of the reporting system incorporates reports for analyzing the statewide water agency data, user administration for agency administrative users, USBR contractor management, weather normalization additions to the GPCD coverage track, MOU modifications and coverage logic that follows the legislation in SBx7-7. Phase 2 of the database will provide the ability to manage the contractor data, query submittal progress, analyze water savings from the BMP activities, and analyze the types of activities and programs. Phase 2 will provide weather normalization in determining GPCD calculations which follows the State of California legislation in SBx7-7. Weather normalization provides a clear method of calculating water savings due to water conservation through normalizing the weather data. Which means that when water savings is being analyzed, the weather years are similar and water savings is not being exaggerated due to a or multiple drought years. The project duration is estimated to be 17 months, which will include a 12-month base period and two 6-month option periods. New features to be developed during this phase include the following: "Customer query capacity for Reclamation to manage contractor information and create custom reports. "Weather normalized GPCD and SBx7-7 components "Improvements in displaying water savings across reporting years and periods; "Improve user experience with validation, context-sensitive Online Help, removal of duplicative data entry needs; "Improvements to user documentation; "Updates and improvements to reporting forms and the user interface; "Update of the ASP framework used by the software; "Update to SQL Server 2012; The authority for use of other than full and open competition for this transaction is 41 U.S.C. 253(c)(1 ) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This procurement shall be awarded using FAR Part 13, Simplified Acquisition Procedures, NAICS code 813312, with an intended period of performance ending July 31, 2015. Anticipated award date is August 01, 2013. All responsible sources may submit a capability statement by 8:00 am MST, July 22, 2013, which shall be considered by the agency.
