- This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities of potential contractors to perform maintenance, repair, minor construction, and operations of the Hartwell Project. The purpose of this contract is to provide the maintenance, repair, minor construction, and operation of said Project, as described below. Work includes, but is not limited to, Cleaning Services; Maintenance of Buildings, Structures, Security Systems, Mechanical, Electrical, Water Supply, and Sewage Disposal Systems; Maintenance of Grass, Trees, and Landscaped Areas; Maintenance and Repair of Government Vehicles, Equipment, Boats, and Trailers, and Attachments; Maintenance and Repair of Earthen Dam, Dikes, Rip Rap, Ramps, Beaches, Bulkhead Walls, and Impact Sites; Maintenance and Repair of Signs, Trails, Walkways, Roads, Barricades, Gates, Parking Areas, Wheel Stops, Fencing and Posts; Natural Resource Maintenance; Boundary Line Maintenance; Aids to Navigation, Encroachment/Refuse Removal, and Courtesy Dock Maintenance; Minor Construction and Shoreline Stabilization; and Emergency Spill Response. The Hartwell Project includes the Project Office, campgrounds, day-use parks, boating access areas, dams, Powerplant and Clemson Pumping Station. The project consists of approximately 56,000 acres of water and 21,000 acres of land, has 962 miles of shoreline, spans two states (South Carolina and Georgia) and six counties, contains 50 developed recreation areas including nine campgrounds, eight major day-use areas and 33 boat ramp/access areas. The contractor shall furnish all necessary management, personnel, materials, supplies, parts, tools, equipment, storage and working facilities, office space, utilities, and vehicles to perform these services except as otherwise provided for. The Contractors' work and responsibility includes all planning, programming, administration, and management necessary to assure that all services and minor construction are conducted in accordance with the contract and all applicable laws, regulations, codes, or directives. Contractor shall insure all work meets or exceeds critical reliability rates or tolerances specified or included in referenced documents and applicable publications which will be provided. The contractor shall perform all related contractor administrative services necessary to perform the work such as supply, procurement, quality control, Contractor financial control, and maintenance of accurate and complete records, files and data bases. All interested firms with 561210 as an approved NAICS code have until 19 July 2013/ 02:00 pm (Eastern Time) to submit the following information: - Name & Address of your Firm - Point of Contact (name/phone/email) - Business Size, Large Business, Small Business to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. - Bonding capability-both single and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity -Evidence of capabilities to perform comparable work on three recent projects (not more than five years old). Include project name and key/salient features of the project; completion date, total contract value, and your company's level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for project validation. - Firm's capability to perform, to include geographic location, project size, equipment list and equipment capability. - Address: The Hartwell Project, U.S. Army Corps of Engineers, Savannah District, is located within Hart, Franklin, and Stephens counties in Georgia and Anderson, Oconee, and Pickens counties in South Carolina. The Hartwell Powerplant and Dam are located on the Savannah River eight miles out of Hartwell, Georgia, on U.S. Highway 29 (North). The Project Office is also on U.S. Highway 29 North about seven miles out of Hartwell, Georgia. The Clemson Pumping Station is on the shoreline of Hartwell Lake and adjacent to the Clemson University Campus off Old Stadium Road S-39-195, Pickens County, South Carolina. The remaining work sites, such as campgrounds, day-use parks, boating access areas, and other project lands are located throughout the Savannah River Basin within the above referenced six-county area., United States
