- Justification & Approval for Sole Source The Under Secretary of Defense for Intelligence (USD (I)) is the principal advisor to the Secretary and Deputy Secretary of Defense for all intelligence, counterintelligence and security, and other intelligence-related matters. The DUSD (ISPR) is the principal advisor to the USDI (I) on Department-wide intelligence strategy, intelligence-related acquisition, resource management and technology issues. This includes directing, overseeing and monitoring Service and Combat Support Agency Intelligence Program (MIP) resources supporting the Intelligence Community (IC) Combatant Commands and the Warfighter. The Director of Intelligence Systems & Architectures (IS&A) reports to the DUSD (ISPR). The IS&A Directorate exercises planning, policy, direction and oversight over the Department of Defense (DoD) intelligence requirements process; analyzes and recommends tradeoffs in defense intelligence acquisition programs to achieve increased defense capability, efficiency and effectiveness. The Directorate is the Defense Intelligence lead for all DoD and IC Chief Information Officer (CIO) activities. Moreover it is with DoD and Office of the Director of National Intelligence (ODNI) policies through governance, program reviews and assessments against statute and established national and Departmental policies. IS&A is also responsible for providing technical and acquisition expertise leading to recommended USD(I) positions on major acquisition decisions and serves as the lead office to review Services and CSAs for program budget execution and recommend funding alternatives for programs within the Battlespace Awareness Capability Portfolio. In his Chief Information Officer (CIO)-like role, the Director Intelligence Systems & Architectures requests Enterprise Programs/Community Engagement support to the Defense Business Council (DBC), for the purpose of monitoring and contributing to the Strategic Management Plan, Functional Strategy(S); and possibly requesting Out of Cycle Certification of funds for business systems impacting the Intelligence Mission Area, specifically in the area of security. 2.0 Scope/Objective. To accomplish the USD (I) objectives, DUSD (ISPR) requires unique, specialized engineering, technical, acquisition, and policy expertise involving current and future Battlespace Awareness, Intelligence, Surveillance and Reconnaissance (ISR) systems, and program management, as well as in-depth understanding of associated DoD, Director of National Intelligence (DNI), Joint and Service specific activities and operations. The OUSD(I) must have a capability to receive, interpret and understand unique operational intelligence related concerns, as well as an ability to access and advocate those concerns when and where appropriate. This effort will require a team of experts who possess specific and unique space, airborne and intelligence community acquisition, requirement, and programmatic skills and knowledge along with relevant operational expertise and experience. In addition, DUSD (ISPR) requires specialized financial and staff support. The contractor must have capabilities to advise the appropriate DUSD and staff in all matters involving office coordination and management, and associated relations with other departments, agencies, and the Congress.
