- Instructions Instructions Quality Plan Work Statement Metrics a. RFI# 7: As a follow-on to RFI# 5, the attached EITA Draft-solicitation technical documents are provided for your review and comments in preparation for our planned industry day Draft-solicitation meeting scheduled for 7/23/2013 (see RFI#5). Please follow RFI#5’s instructions for the submission of questions and comments prior to the conference. The following preliminary determinations have been made, which are subject to change prior to the release of the formal solicitation, which is scheduled for release mid-August 2013: 1. Contract Type: It has been determined that an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle will be used to procure future EITA services. The annual operations and maintenance (O&M) support is planned to awarded as a FFP task order with subsequent to-be-definitized tasks to upgrade and enhance the middleware related functions being separately proposed on and negotiated as required. Your comments and recommendations on proposed contract type are welcome and invited. 2. Set-Aside Determination: It has been preliminarily decided that the EITA solution will be set-aside for Small Business. Your comments and recommendations on proposed EITA set-aside approach are welcome and invited.
