FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Moller-Wedel Elcomat 3000 Autocollimator SOLICITATION NUMBER: NB683010-13-03304 RESPONSE DATE: July 19, 2013 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill-, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with : Vermont Photonics of Brattleboro, VT for the purchase of Moller-Wedel Elcomat 3000 Autocollimator under other than full and open competition by the authority of FAR subpart 13.106(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements: NIST currently has an angle artifact measuring system used for multiple types of customer artifacts that uses (2) Moller-Wedel Elcomat 2000 autocollimators either solo or in pairs. The system is interfaced to automatic data collection running proprietary software. The Elcomat 3000 instrument is the updated model that will direct-fit (plug and play) into the existing measurement system and is intended to expand NIST's optical measurement capability of lower-reflectivity artifacts. The NIST Dimensional Metrology Group needs this additional capability in order to continue the development of critical new measurement services. A sole source determination is based on the following: Only Vermont Photonics can meet our technical requirements. The 3000 autocollimater will replace the 2000, any other company's autocollimater cannot be used because of the proprietary software being run. Vermont Photonics is the only provider of the Moller-Wedel Elcomat 3000 autocollimator. There are no re-sellers. Delivery shall be FOB Destination, Gaithersburg, MD. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on July 19, 2013. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
