Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Oxford Instruments America, Inc., 300 Baker Ave., Ste 150, Concord, MA for the acquisition of a tip sharpening Tool, needed by the Physical Measurement Laboratory, at NIST, Gaithersburg, Maryland. Sole Source determination is based on the need NIST has for an accessory item to the existing Omicron Nantechnology Variable Temperature Scanning Tunneling Microscope (VT-STM). The VT-STM is a nano-scale microscope that operates by using atomically sharp tips. The atomically sharp tipsare initially prepared outside of the microscope and then in inserted into the vacuum system with the microscope. In order to realize the full capability of the microscope, the tips need to be further processed the ultra-clean environment of the microscopes vacuum system using electron beam heating and field emission. Oxford Instruments (formerly Omicron Nanotechnology) offers an accessory to their microscope that performs this task using all the same tip handling and transfer systems as their microscope, i.e., this is a" plug-and-play" solution. No other manufacturers produce this tool since its utility is limited to provide a service that is only functionally useful to the Omicron microscopes. The provided product is a complete solution incorporating the vacuum electron beam heating system compativle with their unique tip carrier assemblies, the cabling and interconnects to the power supplies and controller, and the power supply and controller system for operating the tip preparation tool. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. ******A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by July 20, 2012 will be considered by the Government.
