- Solicitation for NSN 3040-01-559-4464, 0049511765, SPE4A6-13-R-1305, Connecting Link, Rigid. A copy of the drawings are not available from DLA Aviation. DLA Aviation Richmond intends to award a Firm-Fixed Price. No Quantity Option. This is a Critical Safety Item (CSI). This requirement is unrestricted under the negotiated method of procurement. There is a Contractor First Article Testing requirement and a Production Lot Testing Requirement. Configuration Control Applies. It requires FOB: Destination with Inspection and Acceptance at Origin. Note to Internet Subscribers: No Electronic Bulletin Board (EBB) and Internet Quoting System (IQS) proposals will be accepted for this RFP under formal solicitation procedures. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. This solicitation includes provision 52.215-9023, Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the ProcureX System to self-register and review the available training tools at: dla.procdurexinc.com to learn more about how to participate in an auction. Offerors who do not self-register will be loaded at the time of auction by DLA. A copy of the solicitaiton will be available via the DLA BSM Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil on the issue date cited in the Request for Proposal (RFP).
