- The Naval Sea System Command (NAVSEA) intends to issue a Full and Open Competitive solicitation for the development and production of the TI 16 CDS. This requirement also includes spares, repair parts and Engineering Services. The resultant contract will include two years of development, including First Article Units and performance of Environmental Qualifications. The contract will also include one year of full-rate production, along with two (2) one year production options. A single IDIQ contract will be awarded to the offeror that represents the best value to the Government. The award is anticipated in the 1st quarter of FY 2015. The final RFP is expected to be issued by December 2013. NAVSEA will not be conducting an Industry Day session prior to the release of the final Request for Proposal (RFP); therefore, NAVSEA is requesting that industry provide feedback on the ability to meet the key requirements and schedules as defined in this Request for Information (RFI). A Competition Library containing Government Furnished Information (GFI) has been established by PEO IWS 1.0. CD-ROMs are available to eligible parties to review prior to the issuance of a solicitation. Requests for a copy of the Competition Library shall be sent via e-mail to Ms. Cristin Clague, AEGIS Baseline Contracts Program Analyst, 202-781-5410, cristin.clague@navy.mil with a copy to Ms. Kathryn Triplin, Contract Specialist, kathryn.triplin@navy.mil. The Government will accept questions requesting clarification of the documents contained in the Competition Library and attached to this posting. Interested parties are requested to provide responses and submit questions or comments NLT 9 August 2013. Additionally, interested parties are requested to consider the following items and provide responses via email to the Contract Specialists: 1.Schedule “ The schedule is driven by the need to have fully environmentally qualified 1st production units by August 2016. The Government is requesting feedback on the ability of industry to meet this key date given the constraints contained in the draft Statement of Work. 2.Technical Feasibility “ The key requirements in the System Requirements Documents and Critical Item Development Specifications are the use of innovative touch panel technology, the need for reliable systems to reduce maintenance, and the usability requirements driven by the US Navy Sailors. The Government is requesting industry feedback on the ability to meet all of these requirements in a single solution. Only questions transmitted electronically to NAVSEA Contracts shall receive a response. Responses will be posted to this solicitation notice on FedBizOpps.
