- Description of Work BACKGROUND: The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Federal Occupational Health Service (FOH), provides occupational health services to other Federal agencies. FOH provides occupational health (OH) consultation, and stimulates the development of improved OH and safety programs throughout the Federal Government. FOH defines OH from the Federal Government perspective as "a comprehensive approach, with a public health perspective, to improving the health and safety of the Federal work force; thereby increasing their productivity, and decreasing the Government's liability and health care costs through various clinical, environmental, educational, and risk-based prevention programs." The FOH mission is to be the benchmark for Federal OH programs. FOH is the single largest provider of OH services in the Federal government, serving more than 360 Federal government agencies and departments and reaching more than 1.5 million Federal government employees. FOH provides these services to other Federal agencies under individual 100% reimbursable Interagency Agreements according to 42USC231 and the Service and Supply Fund Charter. Agreements are negotiated with Federal government departments' and agencies' national headquarters, and/or with their regional/local components. Some agreements contain a standard package of OH program components; others contain an array of services and consultations tailored to particular OH or environmental needs. PURPOSE: FOH currently provides occupational health medical examinations to Federal employees at FOH Occupational Health Clinics. Not all clinics are fully equipped to provide all required cardiac testing for the medical examinations, and require the Federal employee to obtain the cardiac testing at other health care facilities. The purpose of this PWS is to obtain cardiac testing services for FOH client Federal employees, in order for FOH to deliver completed Occupational Health exams to our client government agencies in the Washington DC metro area. Services Required: The contractor shall provide the cardiac testing services and shall review all materials for completeness, adequacy of testing and accuracy of services through standard, as well as innovative, continuous quality improvement techniques. All testing and services shall meet the American College of Cardiology (ACC) and the American Heart Association (AHA) guidelines. Contractor shall be responsible for staying abreast of the American College of Cardiology (ACC) and the American Heart Association (AHA) guidelines. The contractor is responsible for ensuring that necessary training and instructions are given to all staff providing the cardiac testing services.
