Description
The Department of Veterans Affairs Eastern Kansas Health Care System (VAEKHC) intends to solicit proposals from contractors to provide services as part of its Safe Haven Health Care for Homeless Veterans (HCHV) program. The VAEKHCS is made up of two (2) Medical Centers, the Colmery O'Neil VA Medical Center, 2200 SW Gage Blvd., Topeka, Kansas and the Dwight D. Eisenhower VA Medical Center, 4101 South 4th Street Trafficway, Leavenworth, Kansas. Target facility for this contract should be located within a 15 mile radius of either facility. The VA anticipates issuing a solicitation for this requirement on or about July 29, 2013, with a closing date for proposals on or about August 19, 2013. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The goal of the Safe Haven HCHV program is to end homelessness amongst the VAEKHCS Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through a "Safe Haven" specialty model of residential care. In compliance with this model, services will be provided 24/7 to chronically homeless Veteran(s), and training will be provided to the Contractor by the VA National Center on Homelessness among Veterans for program development. Evaluation protocol and program fidelity measures developed by the VA National Center must be adhered to by the selected Contractor. This contract is expected to house and serve up to 20 chronically homeless male and female Veterans in need of immediate placement in a safe environment with onsite supportive services. Stabilization of these Veterans suffering from co-morbid conditions that include serious mental illnesses, substance abuse disorders, and complex needs utilizing the specialty model is seen as a critical step toward ending homelessness. A Safe Haven is a form of supportive housing that serves hard-to-reach homeless persons with severe mental illnesses and/or substance use disorders who are currently living on the streets and/or have been unable or unwilling to participate in more traditional supportive services. It is a "low demand" model of service delivery that allows clients to engage in treatment and services at their own pace. The community-based treatment facility should offer a safe and secure environment that supports Veteran rehabilitation goals. The Contractor will be required to provide therapeutic and rehabilitative services, but will not be required to provide detoxification or other hospital level treatment. Contracts will have a base term of one year, with options for four additional one-year terms exercisable in the discretion of the VA. NAICS Code is 623220 with a small business size standard of $14M. The solicitation will be issued for full and open competition. All responsible sources may submit proposals which shall be considered by the Agency. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information under the System for Awards Management (www.sam.gov) and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management (SAM) data base at www.sam.gov. Registration is free and potential offerors are encouraged to visit the website and register as soon as possible to avoid delays should they be selected for a contract award. "Prospective Contractor must have a current professional liability policy in the amount of $1,000,000 prior to award "Prospective Contractor must pass a VA exclusion review (fire safety, general safety, and compliance review conducted by VA personnel) prior to award Placements will be made in contract facilities based on availability of facilities and the needs of the veterans. Because it is impossible to determine actual delivery or quantify need for any day, the VA uses Indefinite Delivery/Indefinite Quantity contracts with a guaranteed minimum of 1 veteran bed day of care for 30 days.
